This comes from a new study, written for The Center for American Progress. The authors are Brian Katulis, Senior Fellow at the Center, Marc Lynch, associate professor of political science and the director of the Institute for Middle East Studies at the Elliot School of International Affairs at George Washington University and Robert C. Adler, who "developed a strong interest in the Palestinian health care system when he began reviewing and analyzing RAND’s Palestinian State project". The three argue that "The Obama administration has taken important steps to demonstrate the seriousness of its intent" but also that "the deadlocked political situation on both the Israeli and the Palestinian sides trail the President’s ambitious timetable".

Here's what they write about Obama's worrying situation as it comes to Israel's public opinion:

In order to keep the decades-long U.S.-Israel alliance strong and functional, the Obama administration needs to invest in steady diplomacy, enhanced public diplomacy, and continued security and economic cooperation to boost Israel’s confidence so that it is prepared to strike compromises with its neighbors. Leaders of Israel and the United States meet regularly, and the Obama administration should continue to enhance its communication and coordination to maintain a strong alliance. But it needs to develop a more active public diplomacy and communications effort in Israel and the broader Middle East to achieve the goal of a two-state solution.

The Obama administration should work to directly address and reassure the Israeli public about its intentions, plans, and commitment. It should also seek out those voices within Israeli civil society that support a two-state solution and help to empower their own political efforts. This absolutely does not mean working to change the Israeli government, which should be solely an Israeli domestic affair, but rather to share the U.S. view of the importance of the Israeli security through a two-state solution. This constant dialogue should also embrace Israeli civil society and public opinion in a sustained, strategic fashion to help build support for the Obama administration’s efforts.

Vulgarity like that does nothing but derail any chance of a serious discussion. -- The problem with "public diplomacy" is that it can convince but it cannot change reality: does the Obama administration actually understand the deep hatred of the Muslim world for Israel? This hatred and the incitement that accompanies it makes any true peace impossible. Until the Muslims recognize and reverse this, the "peace process" is simply conflict management, and no new "Palestinian State" is appropriate. Of course, arrangements to move the "Palestinians" to Jordan would be a good start.

In other words, they are recommending better & more effective ways to manipulate Israeli public opinion to support policies that are definitely against our better interests. They should have entitled their study, ''How to Better BS the Israeli Public'' or maybe , ''Sugar-coating BS to Make It Easier to Swallow.'' I have two words for this concept, not printable in polite company, but you all know the two words. As things now stand, Obama should worry more about how he will BS the American public as his popularity & job approval are sinking like the proverbial stone.

The Israeli public needs to boost its image with the American public. We are beginning to wonder about our so-called ally, who can't even run parking lots peacefully and has riots to support child abusers. We understand it when Israel defends itself, but we don't understand why religious terrorists are allowed to rebel against the state while being paid by the state. Is this the Jewish state we are constantly being asked to support? Israel is seemingly dysfunctional. Clean up your own act before you start asking us Americans to do more to curry your favor.
7  |  Alan-USA, Friday Jul 17, 2009
The "Obama-ination" called Barack, NEEDS to take care of America's problems and keep his MEDDLING nose and ears out of Israel's business. Help them or BUTT OUT! Playing both sides of the fence, DOES NOT WORK. Ask Carter, Clinton, Bush I and Bush II.
8  |  Morton Friedman Lanham, MD, Friday Jul 17, 2009
Yes, the Obama administration has'taken serious attempts to demonstrate its intentions'. But those intentions are a disaster for both Israel and the USA. I sure hope that Israelis are not buying that sugar coated poison pill that our Kapos here are willing to swallow.
9  |  Jan P, USA, Friday Jul 17, 2009
Obama needs to be made politically impotent. Nothing he does is good for the U.S., Israel or the free world. An Australian customer told how Obama's health care lies fill the news. I think Obama is a Baathist. He seems to support Fascism, Marxism, Communism and Jihadism. He wants a "reformed" Taliban in the Afghan Government, Hams in the PA, Hizbullah in the Lebanese government (even though the Lebanese largely threw them out). He loves chavez and Fidel and can't wait to talk to ahmadinejad.

obama percieved as an arab in israel. his mumbo jumbo about comitment sound exactly like atraitor husband who tells his wife he still loves her after all these years. he sarrounds anti israeli jewish leftists. his obssesive against the settlements shows he takes the arab side. he can't be an honest mediator

He's our President, and we dont even want him. why would we want to inflict him on Israel? I'm praying this is his and hillary's last term in that office. ever.
12  |  Edward, New York, Friday Jul 17, 2009
Rosner, Obama is the most anti-Israeli anti-semetic President the US has had since the birth of Israel. Why would we want him to improve his image!!!!!! We want to tear down his image and his political base in the US. Get with the program!!!
13  |  allenmet, Friday Jul 17, 2009
Israelis should NOT count on the United States for any help as long as the traitor is in the White House. Military aid (equipment) should be sought elsewhere. This US President will sell you out in a minute!!!
14  |  Mike Feldman, Canada, Friday Jul 17, 2009
#6 Daniel-Atlanta. Thank you for your stunning insights. The key to peace on earth is actuallly a parking lot management issue. Where I live, many parking lots are run by Muslims. If they did a better job, the Palestinians could have their own state.
15  |  Rosner Reader, Los Angeles, Friday Jul 17, 2009
Astute observations by the C.A.P. analysts. Also, the degree of hate between Arabs and Jews in the Middle East is no reason not to keep trying for a peaceful solution. The Protestant vs. Catholic conflict in Northern Ireland was centuries older than Israel's and was overcome by third party intervention. It could happen in Israel. - But, this Forum does not seem like a place for thoughtful discussion.

American Needs and Alliances Our Alliance with Israel is a need which has come and gone. NO more counter to the Soviet threat which was Israels only strategic value . Today is a different time we need stable flow of Oil and regional calm. When Israel is no longer the sole Nuclear power in the region Israel loses any possible value. Instead Israels enemies crash int our buildings and this doesn't work either. Things change and usually for the better. Time to change alliances. We don't need you or your alliance
17  |  Daniel-Atlanta, Friday Jul 17, 2009
To #14 Managing parking lots peacefully is a start. When Israel can handle that peace process competently, maybe the other peace processes will be more manageable. Think about it..
18  |  Dave, America the Beautiful, Friday Jul 17, 2009
#6 Israel haters will always find a way to justify their pre-existing conceptions. The USA gives far more money to other states in the world that are far more corrupt and evil than Israel is, which is stauncjh ally, and a stable democracy. Take, for instance, Russia, Saudi Arabia, Egypt, Afganistan, Iraq, Yemen (many more) all receive money and benefits, and favors from the USA. Funny that you choose to single out Israel, which is a consistent friend of America.
19  |  Chaim - Israel, Friday Jul 17, 2009
Most Israelis view Obama as an enemy because he IS an enemy. It has nothing to do with image. Obama's agenda intends to appease Arabs and Moslems at Israel's extreme expense. Israel's security and survival depend upon completely rejecting both Obama's demands we do nothing to stop Iran from building nuclear bombs and his attempt to inflict the Two State Final Solution on us. Obama is the most hostile U.S. president Israel has ever faced. The only way to change this image is to lie to Israelis and Israelis are too smart to accept such lies.
20  |  Hofikoman, Friday Jul 17, 2009
The belief of many posters that Obama's approval ratings will drop precipitously and soon is not validated by the record of Presidential relationships with the American people. If congress puts spokes in the policy wheels of Obama's parade float, halting the undue haste with which he is trying to ram through his dubious legistlation, then the public doesn't have to become completely dismissive of Obama. To keep relations with the USA on an even keel requires that the government of Israel continues to show respect to the American President. Its not the person, its the office.
21  |  Hofikoman, Friday Jul 17, 2009
As for the posters who are recommending immediate replacement of the USA as Israel's strategic partner with some other state or states, it certainly is a good idea to begin moving in that direction, but it cannot be done instantly. It is also silly to view Obama as antisemitic; in truth he is a leftist ideologue with an agenda which is not particularly sympathetic to Zionism, but accepts the Holocaust compensation narrative.
22  |  Joseph New York, Friday Jul 17, 2009
Feldman - Canada. I know that you meant well but I suspect that you are one of those arm chair Jewish patriots agitating others to take your place in difficult and dangerous situations. If you are such a patriotic Jew then aliya to Israel. I know that you wouldn't leave the security and opportunities give to you by a well run society even if it is Christian. Look, the Palestinians will have their own state and not in Lebanon or Jordan. You can take this the bank! By the way, all Jews serving in the Obama government are not liberals - his most influencial adviser is a conservative Jew!
23  |  James Hovland USA, Friday Jul 17, 2009
Israel needs to boost it's image, not Obama. This will require real efforts, not just more propaganda. Israel is falling fast, and without seriously rethinking... just about everything, the "Jewish state" is going to fall. Your settlers don't seem to understand that their belligerent attitude is crushing Israel's credibility by exposing Israel true intent. Furthermore your leaders don't seem to realize that these settlers are, in essence, trading Tel Aviv and Haifa for bits and pieces of Samaria. No "two state solution" is the "one state solution". One state with an Arab majority.
24  |  David, Friday Jul 17, 2009
As result of the Bush years Israel has created some ideas and perceptions that needs to be corrected and come down to size. It is very unlikely that any future American administration will continue to closed its eyes toward Israel violations in the WB and elsewhere as Bush did. Israel better come to grips; the Bush years are over and if Israel thinks the US is unfair the world is big, go and look for your friends, i don't see a long list waiting there.
25  |  Duncan lennox, Friday Jul 17, 2009
The Washington Post just ran an Op-ed piece by former Israeli PM A.Olmert spouting the usual "It`s not the settlements that stands in the way of peace". The WaPo responders are vehemently disagree with Olmert`s claim by a margin of ~9:1. Perhaps the US citizenry is emerging from the AIPAC propaganda fog and Obama is aware of it. Most of the responders want justice for the Pal`s & do not understand (other than via AIPAC) how US policy and justice became so perverted by supporting the Zionists in their 60 years of ethnic cleansing of Palestine. Spare me the Divine Right fairy tales.

B.O. is going to see what his pandering to terror states is going to bring to america.China had the right Idea ,as they WOULDN'T pander to the muslims who TRIED to bring their terror tactics onto their streets.NOT a peep since the chinese shot them down,as even their mosques were vacated.Israel should learn their lesson about appeasement as Obama, and clinton.NEED a strong reminder [Like the suicide bombings in Indonesia today] Obama's second home, that their still NOT going to stop.even for him. It's all about THEIR ideology.
27  |  Mike Feldman, Canada, Saturday Jul 18, 2009
Here is what I find to be interesting. Some posters on these sites quote the powerful Jewish lobbyists in the U.S. as controlling the President. They may be right, However they think AIPAC is the only Jewish lobby group. Read the mission statements of J Street and Peace Now, and you will see that Obama is in lock step with them. Their view is that Hamas, well there a problem, but we should dialogue with them. Abbas-he's our guy let's be nice to him. Iran, we weren't nice to Iran, no wonder they don't like us. Just as they compllained about the neo-cons, Emmanel and Axelrod have Obama;s ear
28  |  Ariella, Los Angeles, Saturday Jul 18, 2009
Obama is far more interested in making the United States into a socialist country than he is in foreign policy. At best, he is indifferent to Israel's fate. At worst, he is on the wrong side. Obama talks and talks . . . and that's about all. When and if Israel gets attacked, do you really think he's going to come through with tangible support for Israel? My guess is . . . no. He'll say some pretty words, make a few token gestures, and then sit back and watch Israel struggle. Israelis need to tell the American Jews who are still intoxicated with Obama to wake up and smell the coffee already.
29  |  Mike Feldman, Canada, Saturday Jul 18, 2009
Obama himself has no idea what's going on he rellies on his Jewish assistants to tell him. Peace Now and J Street think that non-violence is the only answer. They know they can;t get that out of Hamas, Hesbollah and Iran, so they lean on Israel. A smart poster I don't know, but would like to said "When hell freezes over". I'm very inclined to agree. The U.S.policy will fail, as it has since Carter. I would like to be informed as to who are the Muslim counterpart lobby groups to J Street and Peace Now. Doubt they exist. Unfortunately "tough love" is the only answer, and for now it isn't there

WRONG! Israel discriminates against US reform Jews, patrilineal Jews, US Afro-Jews, Messianic Jews, christians can't practice their faith in Israel w/o restraints. Ethio-Jews and Israeli Arabs face racism daily, 300,000 russian jews can't marry in Israel. Less than 10 US jews have served in Israeli gov't in 61 years due to discrimination. Israels lack of democracy is appalling. Talmudic tyranny, Russian Marxism(resp for Israeli Police State) and matrilineal vulvar feminism (ex. C. Glick) is why there is a SEA CHANGE in US. Israel discriminates against almost all peoples groups in US.
31  |  Mark Jeffery Koch Cherry Hill, New Jersey USA, Saturday Jul 18, 2009
What Obama needs to do is publicly begin pressuring Arab governments and the Palestinians and not only Israel. Although every American administration for the past forty years has considered settlements an obstacle to peace Obama made a bad mistake by making them "THE" obstacle. If you truly care about Israel you want to see a Palestinian State living side by side in peace with the Jewish State of Israel. I don't feel that Obama is an anti-semite and that he hates Israel. The attitude that unless you agree 100% with Israel. you hate Israel is wrong and very dangerous .

"He's our President, and we dont even want him."!!! this country voted for him because they want everything handed to them!.. "obama percieved as an arab in israel."!! He is part arab by birth... since when has the US whole-hearted supported Israel without putting our control measures in place?. yes we are Israelis biggest supporter, however their is a cost for this support through pressure and deceit. i am reading where Israel is willing to cough up more concessions in the peace talks, so they can prevent nuclear attacks from Iran! how absurd! I say, GO Israel! claim your peace!

To be anti-settlement is not to be anti-Zionist. The settlements are a mortal threat to Zionism because if they prevent a Palestinian state from forming, the West Bank population will have to be incorporated into Israel. (What is the alternative?) They will vote, and elect a non-Jewish Arab as Prime Minister. That is the end of Zionism. Pressuring Israel to give up the settlements and remain satisfied with more or less the Green Line is a pro-Zionist position. I admit it may make Israel a bit less safe, but isn't Zionism worth fighting for? Ben Gurion thought so, I do too.
38  |  mifouf, Saturday Jul 18, 2009
Hussein O is a muslim, and as such he lies to the non-muslim world each and every time it advances his purposes. His purposes include the advancement of Islam wherever he can, and the weakening of native non-muslim cultures. He is, as anyone with eyes and ears can know, well on his way to historic triumphs in these goals. Everyone who misunderstands these facts is a tool in the destruction of the Western cultures and laws that have been developed over the past 4000 years. Less kumbaya, if you please.

"......In order to keep the decades-long U.S.-Israel alliance strong and functional, the Obama administration needs to invest in steady diplomacy, enhanced public diplomacy...." Well, well, - perhaps it's is Israel that should 'invest' in the above. Israel acts like a spoiled brat whose lollipop has been taken away. It is Israel that should "invest" in a bit of introspection regarding its policies - and stop lecturing the US president ! If he is so unpopular in Israel ,then send him a "get" from the "special relationship".

image enhancement? this is an obscure point. If there are any Arab nations that truly want peace they should immediately renounce the Jihadism that swells in there house, sitting on a fence may currently seem wise. However inaction leads to more problematic scenarios. If leaders have not the courage to confront the growing chaos then one can only come to the conclusion they are contributng to it,to distract attention from whats really causing misery to the multitudes. There are consequences to being obtuse.President Obama is not the problem it started prior to his arrival in the theatre.wake-up

#39. If I understand your post, the American President who was elected to national office in 2004 and spent half of his four years in the Senate running for the Presidency knows better than Israel what's good for Israel. How you can think that based on the facts of your life in the U,S, compared to the reality of life as and Israeli with the attendant threats to national security that you can relate its posture to a petulant child is beyond comprehension. One thing I love about liberals is they all think they're experts in telling the other guy what's good for him. I guess that's liberal introspection

#37 Dan. You've got to be kidding. That is yet another way in which our marvellous settlements protect Israel. Israel could not survive the creation of such a hostile state in our heartland for a decade. Please don't drag Ben Gurion into this. There is no evidence he'd support this ludicrous and suicidal position. Don't bother to trot out the old myth about the demographic danger of our settlements. It is proven nonsense. The Arab population has been overstate by more than 1,000,000. We are a growing majority in Israel (excluding Gaza). Judea/Samaria are a demograhic asset.

The Israel Factor, Sep. 2009: Obama is rapidly losing favor with panel of Israeli experts

Recent Comments

Mike Feldman, Canada: Tom. In response to Rafael, you mentioned your familiarity with the leaflets, but I guess you didn't read what he said about water and food deliveries. I can see where you think if Hamas takes to hiding in civilians structures, the IDF should be obliged to wait outside until they come out and avoid property damage at all cost. It seems to me that the brave Hamas sought the protection the Geneva Conventions provides to cililians by acting as if they were civilians and hiding among civilians. You want the IDF to be responsible to the wreckless endangerment of the Gazans perpetrated by Hamas. Like Hilary RodHAM its not kosher.
Dan J USA: Tom..US 68...I heard you are trying to get a hearing on the bombing of the following cities we USA military did in WW2...Munich, Dresden, Frankfort, Berlin, Tokyo, Nagasaki, Hirsohima. Was killing all those civilians necessary to win that war. Oh well, I suppose that if a nation is attacked they should expect to be hit back ! Israel, by bashers like you is not allowed that priviledge! Aren't we in the USA fighting those same guys in Iraq and Afghanistan...By the way Tommy ole bean does the US military send out "warnings to the Taliban before attacking them. They do have e mail.
Leroy Padmore,Liberia: They called themself human watchdog, watching over what?Israel so the terroristic group should killed the jewish people?let me tell the world something these are not like the days of Hilter,no no no.if you killed a Jew, you will be kill too .if you fire rockets into Israel believed it or not Israel will hit back big time.I my wife and children love Israel to our death.we will tell it to our childrens children.every single day we pray for Israel and the peace of Jerusalem.we blessed Israel with our pray.we are standing with Israel.let the Star of David fly high.SHALOM.
