Rosner's Domain: Pressuring Israel to suspend nuclear activity will not "build confidence"

A world free of nuclear weapons is a desirable thing. A Middle East in which no country will be touting nuclear weapons will also be a positive development, providing the countries involved also live generally peacefully and do not try to destroy one another.

The Institute for Science and National Security in Washington - one that deals with such matters regularly - has a new paper that Israeli media was quoting this week with an enthusiasm reserved for two things only: nuclear doomsday scenarios and major developments in reality-TV shows (it is even calling the paper a "study", a sure way of making a big deal out of not much). The paper, one must admit, does include a controversial recommendation:

The Obama administration should make a key priority of persuading Israel to join the negotiations of a universal, verified treaty that bans the production of plutonium and highly enriched uranium for nuclear explosives, commonly called the Fissile Material Cutoff Treaty (FMCT). As an interim step, the United States should press Israel to suspend any production of fissile material for nuclear weapons. Toward this goal, the United States should change its relatively new policy of seeking a cutoff treaty that does not include verification.

I expect such recommendations to become more frequent in the coming months, and so do some Israeli officials familiar with such matters. This will have two reasons: 1. some members of the Obama camp will be receptive to such ideas. 2. this is also a sign that the international community found no way of stopping Iran, and is now looking for new solutions to the problem of a nuclearized Middle East.

In fact, the authors of this new paper do understand that the problem starts with Iran:

Because of growing insecurity in the Middle East resulting from Iran's nuclear progress in defiance of United Nations Security Council demands, other countries will likely start to consider their own options, perhaps including the acquisition of nuclear weapons.

So - do they go to the source and take care of Iran (thus, maybe avoiding the resulting nuclear race)? Not really. They have no solution for Iran. David Albright, the principal author of this paper, does not believe in the military option, and also doesn't have any other brilliant ideas - other than "robust diplomacy" which really means nothing. Don't blame him for that - Albright, a real expert on nuclear issues no doubt, isn't the only one who didn't yet find a way out of the Iran crisis.

And he will not be the only one to find the solution for Iran in Dimona. After all, pressuring Israel will presumably be much easier for the US than pressuring Iran.

But here's the problem: Where Albright and Andrea Scheel see a plan that "would establish international confidence in the peaceful nature of Middle Eastern nuclear programs", Israel will see a plan concocted by people who failed to deal with a neighborhood bully and turned their attention to other places as to avoid a necessary confrontation. This is not establishing "confidence in the peaceful nature..." - but rather establishing disbelief in the ability of the international community to deal with aggressors. In fact, applying the pressure that the authors seem to want will achieve the exact opposite of their intended outcome - unless a miraculous way will be found with which Iranian plans will be tamed: it will make Israel even more suspicious, and much less prone to give up on whatever capabilities it might have to defend itself. And rightly so.

Any idea of minimizing Israeli nuclear potential is naive. Dimona was not established to counter Iran. The Arab Muslim societies that have always threatened the Jewish State -- and Jews everywhere before that -- are still Israel's existential enemies. Israel has too many "friends" who believe that forcing it to make "peace" with its enemies is a good thing. On the contrary, punishing its enemies severely enough to make them need to make real peace is a better solution.

The important thing is to prevent non-nuclear nations from going nuclear. If they do not already have the bomb, they must be prevented from getting it. This is a simply understood reality, if uncontrolled and disastrous consequences are to be averted. Iran does not now have the bomb. They must, like all other nations be prevented from getting it. Firmness, especially military action, will be able to stop the chain of events everywhere. Why start with Iran? Why not wait for the next country to stop its development? Iran, a sponsor of terror already, is the clear priority.

Israel should build a doomsday device that launches a missle aimed at each Arab county that is big enough to totally destroy the whole country. Show the device to the world & explain to then that if ANY Arab country launches a strike against them, EVERY Arab country on earth will be destroyed not just the one that attacked Israel. Maybe then a peace treaty can be worked out & everyone will live together in peace. (BUT the doomsday missles stay aimed, armed, fueled & ready to go)

As an Australian,anti-nuke,and having decided that Israel is the problem not Iran,I suspect people like yourself could only see me as a troll.I think,the way Israelis as government and soldiers generally treat Palestinians is short of lacking the basic requirements of humanity.I think,Israelis would be served well,by entering any agreement that limits Nuke weapons development,and try good commercial eneterprise arrangements with the Iranians.The Snow maker machine for Iranians,young and old alike would be a winner for both nations.Mountains and water supply being equal.Israel is it's own enemy.

That there is no evidence of an Iranian nuclear weapons programme is beyond dispute. No one, Israelis, US , UK, French nor IAEA have found such evidence despite formidable espionage & surveillance capabilities. Even if the Iranians developed a nuke (which they are not), they can ONLY use it in self defence - i.e. the cost to attacker > than they would be willing to bear. And the cost of using offensively too high because of second strike capability of the attackers - Israel / US. Israel has sub-marine launchable nuclear cruise missiles.

All those who want Israel to exist without the nuclear shield protection against its ennemies I think are in the wrong. This is most unwise, simply because Israel is and was always a country of Peace and always wanted to live and develop also in Peace for its children. History is the proof that without its shield its ennemies would try to distroy this beautiful and peaceful country. Long live Israel.

This is a correct analysis. Because of the failure to deal with Iran the problem is being redefined in a way detrimental to, and even dangerous to Israel. The focus should be on preventing Iran from attaining nuclear capability. Albright is an expert but he is an expert who consistently downplayed the threat from Iran.

stop telling obama what to do.....Israelis are free to act as they please... he wants to negotiate but he is then considered naive....if war is the only way in which u think Iran does not get nukes, you guys should use your own judgment and stop depending on others for assistance....

For America to ask Israel to give up its nuclear deterrence won't wash. Einstein, despite being a pacificst, Zionist and idealist, wrote the critical letter to F.D.R. which began the Manhattan project. An America which will not subject itself to nuclear arms reduction cannot ask the very people whose scientists enabled its own nuclear defense against tyranny, to emasculate itself in the face of another imperialist dictatorship. The Saudi plan will only stay on the table if the well meaning but misguided intentions of Albright and friends are ignored.

An America which will not subject itself to nuclear arms reduction cannot ask the very people whose scientists enabled its own nuclear defense against tyranny, to emasculate itself in the face of another imperialist dictatorship. The Saudi plan will only stay on the table if the well meaning but misguided intentions of Albright and friends are ignored.

Ronald USA: The 'land for peace' pressure Israel crowd is taking a beating, these days, on their policy prescriptions for Gaza - just as Hamas is taking the military whooping they richly deserve. She is going to surprise us and serve Israel's interests in a manner which is going to be very pleasing to the Jewish state.
