Jonathan Schanzer is Director of Policy in The Jewish Policy Center. He is an analyst of Middle East affairs and terrorism, with a decade of experience in the field. Before joining the Jewish Policy Center, he was a counterterrorism analyst for the Office of Intelligence and Analysis at the U.S. Department of the Treasury (more bio here). Here we go: Monday, 12.28 Tactics of containment (targeted killing/fence/etc) in no way resolve the problem but only let it fester. Given the demographics of Gaza there surely will be a point in time when such tactics are overcome by a strategic necessity with the populations the doubling time of about 20 years. Would you address that issue, please. Also what ever happened to "Iron Dome"? Thank you. I believe the demographic "time bomb" may be exaggerated. I refer readers to an excellent piece by Bennett Zimmerman and Michael Wise that appeared in the spring issue of inFOCUS Quarterly (the journal I edit) at http://www.jewishpolicycenter. In short, the latest Palestinian census reports that there are more than 3.7 Palestinians living in the West Bank and Gaza Strip. But, after removing twice-counted people and Palestinians not actually living in the territories, the population there totals no more than 2.7 million people. Indeed, the Palestinian Central Bureau of Statistics (PCBS) appears to be politicizing its data. Moreover, it's worth noting that the demographic momentum may have shifted in Israel's favor. In recent years, Jewish births have grown 40%, while Palestinian Arab births have fallen. Thus, Zimmerman and Wise conclude, Israeli politicians may be making needless concessions. That said, I believe Israel will still need to move beyond its current short term strategies (targeting killings, fences, etc.), and finally impose its will in the Gaza Strip. Hamas is only getting stronger. The group is stockpiling increasingly sophisticated weapons and learning deadly guerrilla tactics through training in Iran. If Israel does not wish to allow Hamas to get any stronger, it will need to destroy the organization at its roots. This includes destroying key infrastructure, dismantling the dawa (outreach) network, neutralizing its leaders, and other measures. Again, what Israel has done to date can only be seen as temporary, half-hearted solutions. Iron Dome, new anti-missile hardware, is yet another temporary solution. Simply shooting rockets out of the sky is not a deterrent to those who fire them. Iron Dome's target deployment date of 2009 has been pushed back, however. Analysts estimate that it won't be ready until 2011. On big problem is cost. The interceptor missile is prohibitively expensive. Each one costs $25,000 or more. Compare this to the $100 cost to build a Qassam, and the cost seems ludicrous. But even if the cost is justified, Iron Dome will not be able to intercept every rocket. Active missile defense is only a stopgap measure. A large scale operation against Hamas will be ultimately necessary if Israel truly wishes to end the rocket fire. Sunday, 12.27 What's the best outcome Israel can hope for in the current climate and with the limited means it has applied so far in Gaza? Daniel Magor The best outcome is uprooting Hamas. Israel has all of the means at its disposal to destroy Hamas in the Gaza Strip. The IDF is the strongest, best-trained, and most mechanized military in the region. It can accomplish whatever military goals it establishes for itself. However, the IDF will be hamstrung so long as Israel's leaders determine that the limited means it has applied in Gaza are sufficient. Think of Hamas as a dangerous weed that needs to be uprooted. Currently, IDF operations are akin to "weedwacking." These operations weaken Hamas, but do not uproot it. These limited means will only yield limited results. Hamas, an organization with the unwavering goal of annihilating Israel, will continue to grow stronger and pose a threat to Israel until Israel determines that it is time to destroy it at its roots. New Jersey Though it is a crumbling and corrupt autocracy, Egypt believes it is the leader of the Arab world. Accordingly, there are few Sunni Arab issues that Egypt does not attempt to mediate. This is the primary reason why Egypt is involved in the negotiations between Hamas and Fatah. It's also important to note that Egypt seeks to demonstrate that it holds more political power than its Sunni rival, Saudi Arabia. Egypt, however, has failed. The regime of President Husni Mubarak is unquestionably responsible for much of the current mess. For years now, Egypt has allowed smuggling operations to take place beneath the Philadelphi Corridor. This is what enabled Hamas to amass the weapons it needed to sack Gaza in 2007. Today, these smuggling tunnels continue to supply Hamas with the weapons it needs to maintain control of the Gaza Strip. Egypt's weak response to the smuggling tunnels has also enabled Hamas to survive the effects of the international sanctions imposed upon Gaza. The tunnels supply the Hamas economy in the Gaza Strip with everything from cigarettes and car parts to erectile dysfunction pills and fresh cheese. Readers might recall the crisis of late January 2008, when Egypt stood by as Hamas gunmen destroyed part of the wall separating Gaza from the Sinai Peninsula. Hundreds of thousands of Gazans streamed into Egypt, stocking up on food, supplies, and possibly weapons, effectively negating all international sanctions. Egyptian police watched Gazans cross the border without checking identification. Finally, after several days of chaos, Egypts foreign minister, Ahmed Aboul Gheit, announced that Egypt would invite delegations from Hamas and Fatah to visit Egypt separately to discuss the border problem, citing an Egyptian effort to "restore the arrangements that existed between Egypt and the Gaza Strip before the Hamas takeover." Egypt holds the key to enforcing sanctions against Hamas. If it allows Hamas to arm, attacks against Israel increase, creating an impetus for an Israeli invasion. Thus, depending on its policies along their seven-mile border, Egypt can effectively determine whether Israel and Hamas go to war. My book looks at the devastating impact this internecine conflict has had on the Palestinian people. It is a blunt and stark portrayal of the way the two main Palestinian factions have all but destroyed the Palestinian nationalist movement.Of course, I have opinions about Israel's successes and failures in Gaza and the West Bank prior to disengagement. I strongly disagree with Mr. Derfner. He appears to embrace a dangerously selective interpretation of Middle East history. I find that proponents of "land-for-peace" often choose to ignore the fact that the Palestinians and surrounding Arab states were responsible for countless acts of violence against Israel during the Jordanian and Egyptian occupations of the West Bank and Gaza. Such attacks were, in part, what prompted Israel to conquer these territories in the first place. From 1948 to 1967, thanks to Yasir Arafat's Fatah organization, the Palestinian attacks against Israel were just as bad as they were after Israel conquered the disputed territories. For example, I recently interviewed a man who recalled that the Jordanian-occupied West Bank was responsible for daily mortar fire into Israel's south prior to 1967. Yes, the Israeli casualties were terrible during Israel's administrative rule of the territories. But they cannot be blamed on Israel's decision to control the West Bank or Gaza. The violence against Israel started long before then. However, Israel's decision to vacate the territories has undoubtedly backfired. In nearly every instance where Israel ceded territory to the Palestinians, the areas have either become safe havens for terrorist groups, or lawless areas that the Palestinian Authority struggles to control. Tue, 12.23 You address in some length the Hamas-Fatah battle for control - but what about the Hamas-Hamas battle, between those living in the Palestinian territories and those living in neighboring countries? How will this power struggle help shape the future of Hamas and Palestinians? The power struggle between Hamas' internal and external leadership undoubtedly complicates things even further. When the external leadership in Syria, Lebanon, or elsewhere gains leverage, so do outside actors, such as Iran. Typically, outside influence only pushes Hamas to adopt a harder line and to carry out more acts of violence. In its current weakened condition, Fatah can only maintain control of the West Bank through authoritarian rule and the threat of force. After the 2007 Hamas coup that drove them from Gaza, Fatah's leaders sought to even the score with Hamas in the West Bank. According to Amnesty International, Fatah arrested 1,000 suspected Hamas members in the West Bank between June and October 2007. Fatah also dismantled a number of Hamas-controlled city councils, charities, and businesses. They even torched some of Hamas' political offices. Monday, 12.22 Critics will probably say that your book might give Israel an excuse not to negotiate with the Palestinians "until they resolve their own issues." Do you really think Israel should wait before it signs any agreements with Fatah, because Hamas might be the winning faction? Critics can say what they like. The fact remains that there are two non-states run by two non-governments in the West Bank and Gaza Strip. How can Israel cut a deal with one Palestinian entity and not the other, and expect all of the Palestinians to accept it? Such a deal would be mired in controversy from its inception. Sunday, 12.21 How does Hamas' decision not to continue with the cease-fire fit its long-term political goals? You write in the book that out of three methods Israel was trying against Hamas - assassination, fence, and withdrawal - only the first two were working. If Israel built rockets of its own, untied the hands of the IAF a ground incursion might no be necesssary. In as much as hamas may be patterned on hezbollah, hamas can not retreat into a hinterland can not resupply readily and has no air defense. On the field of battle hamas has taken far more casualties than the IDF, perhaps as high as 25 to 1. At that, I would not go in on the ground when every economic target in Gaza can be destroyed in a day-from the air.

For Israel, the realpolitik alternative is to destroy (literally) the whole Hamas + affiliates leadership. send its government into chaos and take over, or have a friendly power take over, from there. Israel should definitely NOT re-occupy Gaza. While it was obviously a mistake to withdraw, there is no advantage in re-occupying & becoming responsible for the well-being of Gazans. This does not mean not taking action against Hamas. The question of handing over Gaza to Abbas is just sheer stupidity & is thus very appealing to Israel's leadership. The serial bunglers who run this country are quite capable of making another major strategic error. Actually, we should get rid of Fatah - the whole Oslo fiasco should be reversed. Fatah is useless.

A way to make Gaza Egypts responsibility should be sought. Gaza was part of pre-1967 Egypt, and when Egypt negotiated with Israel, Egypt did not want Gaza returned. Jimmy Carter intervened on behalf of Egypt. A Hamas state in Gaza will never accept Israel. Let them fight Egyptian occupation. We should not be supporting Fatah either, but encouraging Jordan to become more responsible for the lives and livelihood of West Bank Palestinians. Jordan should be given the option of being proactive in this, or allowing the Palestinian majority of Jordan deposing the monarchy

The longer Israel delays an incursion into Gaza the more dangerous it will prove to be. A carefully planned invasion into the territory is vital for survival. Anything done hastily would endanger the lives of the soldiers unnecessarily so an inch by inch progression would be more favourable with the aim to not only occupy but give back the land of the settlers.Terrorist networks like Hamas, Islamic Jihad and Al Aqsa do not need compromise. We realize that in Israel divisions do exist as well but the army remains united. I would rather have divided Palestine for the benefit of Intelligence.

Do not admit any foreign press. Demand all ciiviians to evacuate a given small area, flatten all the structures, and pour burning napalm into all the bunkers. Then move on to the next area and repeat the process until not one structure is standing in Gaza. Anyone with a firerarm or explosive who does not surrender imediately, is a target. Anyone involved with making suicide bombs or rockets, should be eradicated and no bodies should be turned over, just turn them into hamburger and feed them to the pigs. Israel should clean out the Gaza Strip in it's entirety and force those not killed into Sinai and let their brothers the Egyptians handle the leftovers. Then Israel would either make this strip a "No man's land", use our recovered land to rebuild our hard gotten gains of our pre-occuppied ownings, and definately use the Philadelphia Corridor for the right purpose. This may seem like an extreme policy but all the hypocrite countries in the world have only given the example. Forget and ignore world opinion. I will leave this up to the proper strong authorities!

Would like to see more peace "actions"...The way to have peace is to make your enemies want to quit fighting. Why would they want to quit? The more they fight and destroy the more you give. You want to have peace? Get rid of you enemies. since you will NEVER get them to quit hating you, you either need to fight back EVERY time they send a rocket till they quit sending them or move them or destroy them. The latter solution is the only one that will work long term so when everything is said and done there is much said but not much done. I would like to see some peace actions.

My thinking is that the solution, if for the Pal's, Hezbollah,..has to pass by a collapse and/or inability of the regime in Teheran to sponsor their hegemonic and expansionist ideology.
Gaza and Hamas are not an existential threat to Israel, neither Hezbollah or even Syria but they are all sponsored and politically motivated by the Ayatollah's wich are providing a common strategy based on their interet. Personnaly I think that a military intervention in Iran will be unavoidable. In order to kill a snake you have to cut his head..Iran is the head..

After Hamas is destroyed, Gaza must be governed and incorporated into Egypt. Then the "West Bank" must be incorporated into some form of association with Jordan. That would be the end of the problem, and we can all move on.

My experience with Arab society has led me to the following conclusion- you will achieve your goals far better if you work to harness the good aspects of Arab culture. Arab society often functions around consensus. Work to build a shared consensus and I believe you will find the rewards forthcoming. The Saudi Peace Plan seems a good place to start, as it is offering a consensual pan-Arab backing to Israel and Palestine. It ought to be seriously examined and considered. If adopted I think you will find that the networks of support for rocket firers and other destroyers seriously hampered.

It is time for Israel to end the myths created by Churchill and subsequent British governments as to what is Palestine and who occupies what. The '47 partition plan accepted as necessary the forceful transfer of civilians from areas where their residence would constitute a threat to the Arab or Jewish State. The resettlement of Pals to Jordan would be financed by Israel and War reparations from tyhe Arab nations not only due Israel but also due the Palestinian Arabs. The manipulation of the Palestinians caused them exceptional pain and suffering by not having allowed them to Establish a State in 47 even on land occupied by Jordan and Egypt in Western Palestine. For 60 years the Pals have been forced to live as refugees by the Arab regimes. The PLO claims Jordan as it has Israel. It attempted a military coup in 70-71 but failed.and were deported to S. Lebanon. Give them Jordan before a civil war.

One very visible punishment for Palestinian terror attacks is to move the borders of the Palestinian areas a little more inward, maybe a hundred yards, each time there are casualties, in selected parts of the Palestinian territory that perpetrated the attack (West Bank adjustments for the West Bank, Gaza adjustments for Gaza) and in ways that strengthen Israeli security. Habitations in the newly added zones would be razed. E.g., the northern sector of Gaza might in this way be cleared and put under Israeli control. Then attacks would be understood to be entirely counter-productive.

If the Jews would punish the people of Gaza like a Father, then setup works programs for their idle hands. Just maybe they would not be striking the Jews all the time. About time Israel answered Hmas rocket provocation. Not just police stations must be hit. All government buildings, all infrastructure, everything that makes life possible must be destroyed. Hamas leadership will not be affected though. They are in hiding, counting the money they have stolen from the Palestinian people. Waiting to run away like cowards and live like kings in Egypt or Syria. The leaders are ALWAYS willing to fight to the last drop of everyone elses blood.

Israel can devastate Gaza, teach those Hamas guys a lesson. But that still doesn't take the peace process anywhere unless Fatah and Hamas can tolerate each other to sit at the same negotiating table. The problem is Hamas is no longer a Palestinian organisation. It's messed up with the ambitions of countries in the region inimical to Israel (read Iran, Syria) almost serving as an agent provocateur.

Air strikes are appreciated but at the same time ground operations should be undertaken to carry out the de-weeding.Things may become difficult in years to come. I think there is a solution to the palestinian problem and it goes like this; The ordinary gasain wishes to live, work and have hope. Israel must start a propaganda campaign using PHAMPLETS BY AIR DROP, TV, radio etc. urging peace, honest & realistic negotiation. The campaign MUST GO ON DAILY FOR AT LEAST 2-3 MONTHS. IT MUST BE RUN LIKE AN DAMOCRATIC ELECTION CAMPAIGN THAT WE SEE IN COUNTRIES. THIS TYPE OF PROPAGANDA will, within 2-3 months force HAMAS ETC to the negotiation table. Israel must go to the ordinary citizen in Gaza if there is to be peace.

Reading all the hate comments on the blog against the people in Gaza is unsettling. People are forgetting that most families in Gaza wish to live in peace. It is the politicial leaders in Gaza are leading the people into destruction. Israel MUST GET TO THE ORDINARY GAZAIAN with a peace message by phamplets, TV, radio etc. And it must last months of propaganda pushing for honest and realistic negotiation. OK, when reading many of the posts in here I realise one thing. The arabs/palestinians are the bad guys, the israelis/jews the good guys. Please then explain to me where the compassion is, which is normally the charasteristics of the "good guy"? Ordinary people suffer! I strongly contest the notion expressed here that palestinians can only be dealt with by the use of brutal force, bombs and guns. The reality is that Israel needs the conflict to continue in order to survive as a jewish nation, otherwise it will be demographically drowned by the arabs in Israel and its surrounding territories.

Islam or the Umma can in this respect be compared to Roman Catholicism, a ubiquitous religioous community encompassing many ethnic groups There are still Christians living in the West Bank and some of them go back to the time of Jesus. When he mentions Israeli/Jews, he is differentiating that grouping from the Arab/Christian/Moslim minority residing in Israel who although citizens are treated second class and are not exactly enamored with that status in their own land.

Isaac is right Gazans do wish to live, work and have hope, and electricity, fuel, food, medical supplies and freedom. Refugees want to go home, to land that Israelis now live on (how will that be solved by honest negotiation?). But the propaganda you speak of needs to be aimed at Israelis rather than Palestinians, because it is they who hold the power to make this happen, not Hamas or the ordinary Palestinians.
The hatred of Palestinians in these comments is disturbing, perhaps these haters need a re-education campaign too.
