Israel's leadership is caught between a rock and a hard place because the 1st prisoner swap created this precedent which is now a mill stone around the neck of the government. A way must be acheived to end this practice without undermining public support for the government. Logically that means the public votes to determine the course of action on Gilad Schalit. Anything less calls into question the democratic nature of Israel. The vote should also include a measure to prevent future occurances.
