Rosner's Domain: Bolton calls for a "three state solution"Posted by SHMUEL ROSNER
Comments: 86 Updated!!! Election 2009: Rosner's Poll Trend Do you believe in miracles? If you do - you might also believe in the three state solution the way former US' UN ambassador John Bolton does: Let's start by recognizing that trying to create a Palestinian Authority from the old PLO has failed and that any two-state solution based on the PA is stillborn. Hamas has killed the idea, and even the Holy Land is good for only one resurrection. Instead, we should look to a "three-state" approach, where Gaza is returned to Egyptian control and the West Bank in some configuration reverts to Jordanian sovereignty. Among many anomalies, today's conflict lies within the boundaries of three states nominally at peace. Having the two Arab states re-extend their prior political authority is an authentic way to extend the zone of peace and, more important, build on governments that are providing peace and stability in their own countries. "International observers" or the like cannot come close to what is necessary; we need real states with real security forces. Marc Lynch's new blog has all the details on this idea isn't likely to work: Bolton acknowledges that neither the Egyptians nor Jordanians are interested, but the opposition of foreigners has rarely been a problem for Bolton (or for neo-conservatives in general, whose misreading of the importance of foreign public opinion has always been one of the more deadly of their numerous Achilles heels). Bolton dismissively suggests that Egypt and Jordan can be persuaded with the offer of "financial and political support from the Arab League and the West." That rather understates the intense regime survival fears in both countries... and resonates rather too well with the popular Arab complaint that their governments prostitute themselves to the West. See? we already have a debate.

duh, however, Bolton is only 1/2 right, The West Bank and Gaza need to be in total Israeli sovereign control, for ever! The only way to reform psychotic brainwashed from birth (they are proud of this) Pals is to remove all combatants and put them in Gitmo or a like facility and try them for war crimes against humanity, of which they are guilty against their own civilians, and Israeli civilians, civilian pals need to undergo serious psych counseling by Western professionals, and be absorbed totally into the two sovereign states flanking Israel. Israel needs Gaza and W. Bank for her security,

This is an old idea that has periodically been revisited. It makes a whole lot of sense because of the proximity of the West Bank to Jordan and Gaza to Egypt. The problem is this has never been embraced by the parties involved. Their economies would most likely not be able to handle the added burden of annexing two extremely poor areas without the help of the United States hopefully the European Union, Saudia Arabia and eventually Syria. This is why comprehensive talks must be started immediately in the area between all of these parties. Without everyone at the table it will not work.
3 | Itzhak Ben Elchanan, Ma'aleh Adumim, Israel, Monday Jan 05, 2009
G\za should revert to either Egyptian or trusteeship control secured by both Egyptian and Israeli armed forces. Judea and Samaria could be divided between Israel and Jordan, with Israel retaining its settlement blocs andd a presence in the jordan valley. The Arabs of Israeli Judea and Samaria should be repatriated either to Gaza or Jordan and be compensated by the Arab billionaire states which have long contributed to Islamic terrorism directed not only at Israel, but at Egypt and Jordan as well. The Israeli areas could then b populated by Israeli Jews without innconveniencing Arab residents.

HOW ABOUT LOOKING UP THE ABRAHAMIC COVENANT. G-D (MAKER OF HEAVEN AND EARTH) (OWNER OF) GAVE MUCH MORE AREA OF LAND TO THE JEWS THAN THEY NOW CONTROL, WHAT IS GIVEN BY G-D IS WORTH DEFENDING AND PROTECTING. THIS COVENANT IS EVERLASTING AND NONCONDITIONAL. THE JEWISH PEOPLE BEST NOT DISREGARD THIS AGREEMENT WITH G-D. LETS PRAY FOR PEACE AND ACT WITH FORCE IF REQUIRED.

Good idea, but...
Why would Egypt want to step into the morass? They've refused before.
Why would Jordan want more Palestinians to destabilize the regime? They've refused before, too.
Just like the Osloites foolishly wishing the Palestinians think like them, Bolton needs to realize that just because it's a good idea doesn't make it practical or possible. He needs to say how this idea could be implemented.
6 | Francisco, Monday Jan 05, 2009
It's a fantastic idea but unfortunately neither Egypt nor Jordan want to regain control over those areas. Why not? Their governments are the main targets of the radical islam which controls most of hearts and mind of the pals, at least in Gaza.
7 | Charles M., Monday Jan 05, 2009
I have grave doubts that Hamas will agree to anythig except continuing to try and kill Jews and to destroy Israel. Iran and other Islamic supply Hamas with weapons and money to continuing the killing. THERE IS NO SOLUTION short of going into GAZA and routing out Hamas, lining them up against a wall, and executing them, and I mean ALL of them. That is the ONLY way unless the Hamas fighters are all killed in combat. Now THAT is a solution.
8 | Woodah, Los Angeles, Monday Jan 05, 2009
That would be very nice. Problem is, neither Egypt or Jordan will go for it. Even if the US underwrote the entire project, they still wouldn't want the hassle.
Perhaps more plausible would be negotiations with the Arab League based on the 2002 Saudi Initiative, wherein an international Arab force controls a Palestinian Protectorate until such time as the Palestinians can get their act together. No one cares when Arabs crack down on Arabs.
9 | Fernando, Amsterdam, Monday Jan 05, 2009
I hesitate to give advice from the comfort of the distance, but I've been thinking this for some time, as has scholar daniel Pipes, I think John Bolton is correct to think this is the best, perhaps the only solution.
10 | Tom from FL, Monday Jan 05, 2009
For all of those leader nations promoting a two-state solution, they should create a Palestinian state ( to be within one of their own countries) - similar to how they remade Israel from Arabs, fund the massive movement of all Palestinians and their relatives - just as they did for U.S. native reservations, reconstruct their economies and cities - just as they did for Japan and Germany after WWII, assist in their rebuilding of democratic government - just as they did for Iraq, and reorient their social structure - just as they did with Kwansa. That would be a true example of nation building.
11 | Johnson, Monday Jan 05, 2009
#1, you are proposing the 1-state option, also espoused by Iran and some Israelis. It's feasible - would require that Israel bcome a secular state with constitutional equality for all citizens.
Another reasonable 3-state solution would be Gaza, Israel, West Bank.
In the end, though, no solution will work until Washinton backs it with correspondingly selective national bribes, eg. we'll pay Israel a portion of its $3b/yr if it stops building new settlements outside the 1967 borders, we'll pay Hamas their portion if they quit rockets, etc. - and we won't give anyone cluster bombs, et al.
12 | M. Khaneet Yosef; United States, Monday Jan 05, 2009
Bolton is correct about three States, but they are not as he lays out. Israel will make a forced peace within and between Egypt and Syria. In order to make peace within, Syria and Israel must first be forced to make peace . Then, Egypt and Syria can force a peace within Israel that includes Jordan. This means Jerusalem will be divided, something we must accept for a time. It will become a divided capitol but only in the sense of it being the seat of two physical nations. It will remain a unified city, but the seat of three religious nations, Islam, Christianity and Judaism for a time.
13 | Nechama in NJ, Monday Jan 05, 2009
I have been pushing this idea for some time. This will only work if hamas is removed from Gaza just as Jordan's King Hussein removed PLO from Jordan in 1971 after Black September & shipped them into exile to Lebanon. In this case, hamas should be sent to Iran. Israel would have to retain Jerusalem & large part of Judea & Samaria. Gaza/West Bank residents who do not want to be under Egypt or Jordan, can move to any of the other 26 muslim states. Additionally, all Israeli muslims would have to leave Israel just as Jews were forcibly removed from Gaza. Allow 1 tiny state of Israel for the Jews.
14 | M. Khaneet Yosef; United States, Monday Jan 05, 2009
Roger, I empathize with you but a Torah Jew must pay heed to what Moshe Rabbinu taught us concerning the end of days: Vayeilech: 30-24-30; and the operative phrase is "and evil will befall you at the end of days, if you do what is evil in the eyes of HASHEM, to anger Him through your handiwork." Israel is an iniquitous, secular nation who has forgotten HASHEM. But, B"H, she has a remnant of the faithful. Repent, O Israel, and return to HASHEM, and He will fulfill His promise to David malkhenu in Tehillim 110. Until then, as Koheleth said in his wisdom, "All is futility under the sun."

There is no supply of money and technology from other states and the jewish diaspora? The Hamas is a terrorist group, all right, what about Irgun Zvai Leumi, Lehi, Stern and Haganah like others later known as IDF? Where were Menachem Begin Yitzhak Shamir and certainly others doing by the time of the british mandate in Palestine?
Is it legitimate for anyone to go against Israel or its politics? In what way? Is there any legitimate fight against the state of Israel? Tell me what to do to fight Israel without bloodshed? There are no israeli radicals?

Why should the United States suddenly come riding in to spread cash around and "make" everyone happy. The arab states have more than sufficient funds to take every Palestinian and set them up in villas in the arab countries.
The Palestinians are professional crybabies who wail, pulling at their hair and gnashing their teeth at the unfairness of it all.
"those terrible jews! They wouldn't just up and die or retreat into the ocean!" So the arab world started several wars with Israel and got their butts kicked several times, and lost territory each time. Who's fault that?

The 1968 PLO Charter clearly states that Jordan is part of Palestine. In 70 -71 the PLO lost it's attempt to concur Jordan militarily. Jordan has a Palestinian population of 65%+ ruled my the Hashemite minority. Before 67 Pals carried Jordanian passports. The pals should be given financial incentives to relocate to their homeland in Jordan. Gazan's can op for Jordan or Egypt. Hamas is nothing more the an Islamic KKK and how the left endorses these racist murderers reveals how far they have degenerated into hate. If the left cared about the Pals they would oppose them and their Sharia Laws.

To number 1 don't forget to add Lebenon to the list of land that should fall to Israel also. Lebenon cannot control its own land from Hezbollah puppets under the Syria control. Israel will have no choice but to take back Gaza, West Bank and Lebenon to have true peace under the current status quo.

You have an intractable conflict where the Arabs will never abide by a Jewish state. All has been tried short of national suicide and the world gropes for answers when history has clearly established what needs to be done. The millions of ethnic Germans transferred after WWII, the millions of Hindus and Muslims transferred in 1947 to create Pakistan from India, the Greek and Turkish Cypriots transferred. How come when the only solution that will work is so obvious, no one dares to even mention it? If the Arab countries have to be Jeudenrien, then Israel must be Arabrien.
29 | R Ben yehuda, Monday Jan 05, 2009
Bolton is being dishonest to his own knowledge of history.
Jordan kicked out the PLO in the 1970s and gave up its claim to the W Bank in 1980s.
Egypt hates Hamas and wants nothing to do with ruling Gaza.
There is no way in hell these countries would want to inherit Israel's problems w/ the Palestinians.

Have you considered that the alternative to a solution is NO SOLUTION? What kind of dreamers are most of the people who have commented so far? Israel is surrounded by enemies. Some are active, and some even have peace treaties or armistices that are waiting for the right moment to be broken. The "peaceful" neighbors don't mind having Israel busy with the terrorist groups, and no interest to change the situation. All the "solutions" offered so far have one thing in common: they aren't in touch with reality. Neither is there any reality in the Jew-hating comments above.

Bolton's idea is built on a false assumption. Egypt and Jordan will never assume control, on the West Bank or in Gaza. If either state tries to make this kind of deal with Israel the Muslim Brotherhood will try (for as long as neccessary) to overthrow those two governments and resume the jihad against the Jews in "Palestine". The Arab street has always sought the destruction of the Jewish state. The Pakistanis, Turks, and Iranians too. My three state solution involves expelling the Arabs and building three Jewish states; one in Israel, one in Judea, and one in Gaza. In a perfect world.
37 | Bill, Miami Beach,Florida, Monday Jan 05, 2009
Bolton's idea is a great one, except both Egypt & Jordan would never even give it serious consideration. Egypt's Mubarak has total disdain and fear of the 20% Muslim Brotherhood minority in his country.Hamas an off shoot of the M.B, would.under Egypts jurisdiction make them a very realistic threat to the Mubarak government. Jordan feels the same way about getting involved with additional Palestinian militants. These guys will espouse the traditional Arab lip service to the Hamas cause, but they want no part of them.

Ever since the establishment of the Nation of Israel, the ultimate goal of the surrounding nations, namely the radical element of the Islamic faith has been the destruction of Israel. To say that giving portions of Israel over to these elements will satisfy them and bring peace is dreaming a fantasy. I believe that most Arabs truly want peace and stability with Israel, however groups like Hamas and Hizbullah do not. They see it as a religious duty to rid the Holy Lands, namely Jerusalem, of the Jews as doing the will of Allah. Therefore, how can this peace plan work.

It is a given that there will be three states. Gaza has a different elite, unlikely to want to be controlled by Ramallah. Its like Pakistan and Bangladesh. The fact that Ham-ass is comprised of Islamic supremacists bent on the destruction of the non-Islamic world and pimping for the Iranians, does not change the fact that Gaza will not ultimately want to be the same country as the territory to the East of Israel.

"Palestine" is only a geographical zone. It´s not a country. It is as if I say "Patagonia"-Means, nothing.Iran is the worst global and deadly actor. It sponsors terrorism, it threatens its allies, it doesn´t respect its own people´s human rights.A nuclear-armed Iran is not acceptable. On the other hand, Arabs were free to create a democratic state, but they went on with their terrorist activities instead. No three-state solution.Arabs are billonaires, they can relocate "palestinians" and teach them to work, to build houses .Religion is to be practised discreetly. It´s not an excuse for making WAR.
43 | Frederick Stephens, New Jersey, USA, Tuesday Jan 06, 2009
Bolton is much too much of a politician. The real solution is to give Gaza to Steve Wynn and Donald Trump - who will turn it into a real "strip". And give the West Bank to La France. Bolton's idea has to be the most brain dead idea for the security of Israel. Jordan and Egypt respectively controlling the West Bank and Gaza would make it impossible for Israel to defend itself from rockets, because if Egypt and Jordan don't do their job then Israel is going to attack Egypt and Jordan? I think bloody not. That idea would hamstring Israel into being able to do nothing. There are 2 options. Israel pushes them out and claims sovereignty or Gaza and the West Bank become two independent states of their own responsible for their own actions.

Israel has no advantage or gain if three four or five states are created, but sustainable peace is the prime interest for Israel. An independent Gaza state and an independent West bank state would be the most rapid solution to achieve peace, given that two different Pal entities control these two different areas. But the problem of a sustainable peace remains. The current Hamas terrorist regime in Gaza has absolutely no intention to be peaceful; they have had 3+ years to demonstrate one once of humanity, they have not, they are monumentally stupid; they have set back Gaza 20+ years at least.

Republicans sound good in terms of being pro-Israel. But, reality is that we should work hard on making Democrats like that.
59 | Terry - Eilat, Israel, Tuesday Jan 06, 2009
It only sounds good in theory. In practice, the Palestinians would undermine Jordan for sure, possibly Egypt. Then, we'd have TWO big terrorist states on our border, something which might happen anyway if Islamists come to power. No state is stable in the Middle-East. The un-politically correct but difficult option is to expel Arabs from Gaza & the West Bank, but this would be opposed by almost everyone including the US. It would not bring peace, but Israel would be have more secure borders. The Arabs just will not reconcile themselves to the existence of Israel.
60 | Shahid Syed - Karachi, Pakistan, Tuesday Jan 06, 2009
Yes, this would suppose to be a very well-settled and lasting solution. Right now, Middle East needs solid solutions, like one presented by Mr. John Bolton. Real states with real security forces! I agree with that.
61 | david, Tuesday Jan 06, 2009
John Bolton is spot on. Why do so many of you dismiss Bolton's proposal because you say Egypt and Jordan won't agree? Arab rejectionism has marked every international proposal to divide Palestine between Jews and Arabs since 1920. What is now needed is international pressure on Jordan, Egypt and the Arab League to negotiate on the basis of Bolton's proposals. If they refuse then they should be politely told no more international aid or diplomatic support will be given to the Palestinian Arabs. The offer of Jordanian or Egyptian citizenship needs to be accepted or they can remain stateless.

One state! Arab/ Israel state solution- every fifth Israeli is a Palestinian, the birth rate of the arab population is higher than the Jewish. If you join hands and create one state it would be the the most resourceful state in the region. I know many Arabs and Jews and it seems to me that they have many things in common. But i guess that the chance for peace fades away for every civilien killed in Gaza.
And to Susan #42 "they can relocate "palestinians" and teach them to work, to build houses"
Palestinians are educated and hard working people( think about studying under occupation)

Any solution that involves the Palestinians leaving is a one sided one that benefits only Israel and America. The Palestinians do not want it, plus no other nation wants to add a huge very poor population. And nor would you. Do YOU want to pick up and leave for someplace else? Or for your country be one of those that accepts millions of poor people? And for all these American Zionists ... why stick the Palestinians in an Arab country? If Israel's security means so much to you, why don't you lobby for the Palestinians to be relocated to America, preferably in New York and Miami?

david:
"If Jordan and Egypt refuse then they should be politely told no more international aid or diplomatic support will be given to the Palestinian Arabs."
And this hurts Jordan and Egypt how? And why should "the international community" demand that sovereign states solve a refugee problem that they did not create? Jordan and Egypt did not create the Palestinian problem. There isn't even any evidence that their government is contributing to the terror problem. That the Palestinians can just be driven off is as racist as was the explusion of Jews from Spain.

Tom Toronto:
"How come when the only solution that will work is so obvious, no one dares to even mention it?"
Because first you need a place to transfer the Palestinians to. The relocated Germans were accepted by Germany. The relocated Hindus and Muslims were accepted by India and Pakistan. But no Arab country is going to accept the Palestinians, and furthermore no Arab country should. A country is only responsible for its own population within its own borders, so Egypt, Syria, Jordan, Lebanon etc. are not responsible for the Palestinians any more than Canada or America is.

Dr Erwin Toriser:
The solution is all Palestinians go to Jordan? Please. The Palestinians don't want to go, and the Jordanians won't accept them. How about my solution, which is all Israelis go to eastern Europe, or maybe to New York and Miami? Now the idea of two Palestinian states (or a single state) I like. Why? Because if such a state attacks Israel, then Israel could simply crush them in a war just like all nations handle their threats. Problem solved. As long as Israel keeps deluding itself that this problem can be solved without a war, both Jews and Palestinians will continue to suffer

The talk of peace, what has the West gained in 40 years? Conflict and destine from Islam. There will never be peace in the Holy Land as long as the West allows the Islamic deception to stand. Islam could make peace tomorrow with Israel but, Islam sees Israel as the pone of the United States, the US is Big Satan and Israel is Little Satan. The US thinks that normal diplomatic channels and relations with the Islamic world will work. The West is naïve and Islam will have over played its cards; by then it will be to late, it leads to war. Lord help us!
