President Barack Obama lost a golden opportunity last week and exhibited surprising naiveté in foreign affairs when he unilaterally agreed to scrap plans for a missile defense shield in Eastern Europe. The president decided to undo the actions of former president George W. Bush, who had continued president Ronald Reagan's "Star Wars" concept by placing a radar station in the Czech Republic and an anti-ballistic missile site in Poland, all on the borders of Russia. The response of Prime Minister Vladimir Putin and President Dmitry Medvedev to Bush's strategic move was to threaten retaliation by having Russian ballistic missiles aimed at NATO countries. The US claimed that the two installations were defensive only, and were intended to shoot down nuclear missiles aimed at Western Europe, Israel and America by Iran, North Korea, or terrorists. The Russians, of course, scoffed at Bush's explanation. Remember how the US under president John Kennedy reacted when the Soviet Union, then headed by Nikita Khrushchev, placed ballistic missiles in Cuba? We threatened war if they were not removed. We also imposed a blockade preventing Soviet ships from entering Cuban waters without first being searched for nuclear missiles. A third world war involving the US and the Soviet Union was avoided when the Soviet Union agreed to withdraw all of its nuclear ballistic missiles from Cuba and the US agreed to withdraw its ballistic missiles from NATO member Turkey. President Obama should have secured a similar quid pro quo from Russia before he terminated the planned missile defense program in Eastern Europe. What do we need from Russia? We want Russia to use its influence with Iran to end Iran's research and development of nuclear weapons. If Iran declines to stop its nuclear weapons program, we want Russia's support for greater sanctions in a resolution to be voted on at the United Nations Security Council. Russia has publicly stated it will oppose such a resolution. The leverage that Obama might have had with Russia was lost when he unilaterally gave Russia what it wanted. All this is not to say that Obama was wrong in terminating the nuclear shield program. The Obama administration stated that the Bush plan was directed at intercontinental missiles Iran did not yet have, and was years away from developing. In my opinion, the president was right to come to that conclusion but wrong in the execution of his new plan. It is generally accepted that Obama has restored the international standing of the US. As The New York Times stated in a September 20 article, "Foreign counterparts flock to meet with him, and polls show that people in many countries feel much better about the United States. But eight months after his inauguration, all that good will so far has translated into limited tangible policy benefits for Mr. Obama." Surely there must be some middle ground between the swagger of George W. Bush and Barack Obama's rush to please. My choice is the policy of former president Teddy Roosevelt: "Speak softly and carry a big stick." As a result of naiveté or bad advice, Obama dropped one of America's biggest sticks without apparently obtaining any concessions that would protect us from those who want to see us destroyed. The president has lost a great opportunity. * * * Federal Reserve Chairman Ben Bernanke recently declared that the US recession, which nearly reached the depths of the 1930's depression, is technically over. Troublesome, however, is the comparison between the current economic conditions of the US and China. The Times reported on September 18, "The Chinese central bank said the country's economy surged at an annualized rate of 14.9 percent in the second quarter. The United States economy shrank at an annual rate of 1 percent in that period." One of the reasons cited by the Times for China's success was "liberal bank lending." Our Federal Reserve declined to compel such a policy to creditworthy applicants. It was left to the banks to decide how to spend the TARP monies that the federal government poured into their coffers. Those monies have been used by some to buy other banks, and to pay huge bonuses to their employees. I wrote to Chairman Bernanke last year asking why he declined to compel such lending. He replied:
I think Bernanke was mistaken. Because of our government's reluctance to compel banks to lend, our economic recovery has been much slower than it need have been.

On the Shield. Doesn't Koch understand 'lead time'? It is the rare system today that can be deployed, tested, and declared operational, in less than several years. A radar is relatively useless, without an integrated, supportive, infrastructure. That takes time. And one cannot go back and recover time lost. Perhaps Obama should have allowed embedded Russians to monitor the stated purpose. Note that Bernake spoke with 'forked tongue'. For the complex process he used as an excuse is exactly the process that reputable banks need to have in place, with Federal oversight only.

Koch says the foreign nations are flocking to Obama's side---yes, so they can reject his policies directly.
The Saudis said no, the Iranis said no, the Russians said no, the Chinese said no, the NoKoreans said no.
Even Abbas has said no.
The Czechs and Poles who stood side by side with the USA were pushed aside. The Israelis have been
spoken harshly to, the Hondurans have been humiliated.
Yeah, the USA is doing just fine in the foreign policy department.

Quid Pro Quo..
What will it take for you to see the Israeli and Iranian Nuclear programs as equally dangerous to mankind?
Israel was founded by people involved in terrorism.
France provided those terrorists with the technology necessary to create an illicit nuclear weapons program.
Why on earth should Iran stop?

Please someone explain to me, how can American President single-handedly destroy a system, which was conceived and carried out by a row of his predecessors and by American military, and which is based on agreements America had with a number of countries? How can the tradition of American assurances so easily be destroyed by a single man, even if he were a President of USA? Is there no legal catch against a traitor-president?

Why surprising? Mrs. Clinton predicted it during their last debate before the elections. And all the while the Liberal media obsessed about Sarah Palin's lack of international experience even though she was not running for the top job.

Who in there right mind would lend money to only be paid back in inflated dollars. The best deal today is to get a 30 year loan at a fixed rate and have the luxury of paying it back with inflated dollars. The banks are hanging onto whatever dollars they have.
Yes it is rather amazing that Obama got nothing but ill will from the Poles for giving up the missle shield. Is pissing off our traditonal supporters by kissing up to the bullies is your idea of making friends? A leader isn't about making friends, just ask Giuliani.

Sorry Ed but with all due respect you seem out of the loop on this one. I recommend "U.S. Missile Shield Plans: Retreat Or Advance?" by Rick Rozoff at globalresearch.com for an informed read. While I donot agree with Mr. Rozoff's assertion that the Whitehouse statement reflects the reasons for scraping the original because it is a public policy statement, his argument is informative and valid. In retrospect Obama gained a golden opportunity not lost one. Instead of 10 launchers he will have hundreds that actually work and address the greater threat(short and medium range missiles).

Regarding China's liberal lending policy September 18, 2008 and your request to Bernanke to adopt a similar initiative: there is no global recovery until international shipping volumes begin increasing. What we have is a 5 trillion dollar G20 stimulus. A "job less recovery" because massive deflation is eating away at global infrastructure. The stiuation is caused by a massive debt bubble which is sucking the life out of the world's economy. This debt has been estimated to be as high as 1.2 quadrillion dollars. Until a way is found to address this the global economy will keep dying.

Mr Koch I suspect deep connections between your 2 comments. The retreat on the defence shield may be linked to the American economy.. Should President Obama spend on health care on home soil or on weapons on foreign soil? Remembering any government spending at this point is done on borrowed money. If the US was a private citizen (Uncle Sam) and not a country that private citizen Sam wouldn't sleep at night..and the answer is more borrowing? Might it be simpler? How many people in the world bought Chinese goods 14% more than before? How many people bought American goods 1% less than before?

president obama is naive in his conduct of foreign policy. He had no managerial experience before running for president. He has made the russians look powerful without extracting any concessions.He is hard on Honduras despite the fact that they want to prevent a dictatorship. He is showing weaknes on Iran. US needs to show toughness with Iran and make them pay. otherwise us deterrent force will have no value

quid pro quo,how extremely selfish and naive,it would seem that some feel the soviet sphere of influence should be respected,the fact that european sovereignty should be stood up for but eastern european sovereignty is somehow a bad thing that`s antagonistic is obsurd,these were obviously symbolic jestures,AMERICA happens to be the strongest member of freedom and democracy,with that clear,we`ve like it or not accepted the responsibility of defending fledgling democracies,perhaps 505 of ramstein should be moved to ukraine/poland were people aren`t afraid to defend freedom.

no quid pro quo with russia,this strategy wasproven catastrophic in aug 08,what do i mean?the russian`s were afforded very generous energy prices,and what did they do with this weath,was it shared with the russian people to help develope there nation,no it was used to go out and conquer there neighbor to the south,this historcally true and verifiable, what would give anyone reason to think they`d respect or appreciate any offer of good faith.(i give dems a bone on this)
