I have a proposal which I hope the Obama administration will consider and implement. Immediately, or as soon as possible, the United States should deport all illegal aliens now in our federal, state and municipal prisons to their countries of origin. In 2005, the Government Accountability Office (GAO) issued a report on the number of illegal aliens incarcerated in the United States. The report stated:
The GAO reported that the number of convicted criminal aliens incarcerated in federal prison on December 27, 2003 was 46,063, and the number in state prisons and local jails was 262,105. According to the Colorado Alliance for Immigration Reform, "Today, criminal aliens account for about 30 percent of the inmates in federal prisons and 15-25 percent in many local jails. Incarceration costs to the taxpayers were estimated by the Justice Department in 2002 to be $891 million for federal prison inmates and $624 million for inmates in state prisons [annually]." Every year, about 600,000 of those incarcerated, not limited to illegal aliens, are released, and within three years, two-thirds are back in prison. My proposal would make many of these people the problems of their countries of origin. Those countries would be given the authority to put whomever was turned over to them back in prison or fine them, or place them on probation, or free them. Since many of these people are drug offenders, and Mexico and several other Latin American countries have changed their laws and decriminalized the personal use and possession of hard drugs like cocaine and heroin, many of those turned over to them who received harsh Rockefeller drug laws sentences of four to 16 years may qualify in Mexico and elsewhere for instant release. Why should we care? In the Netherlands, they legally sell marijuana in coffee shops. Each country today makes its own rules, irrespective of international treaties governing the issue. Our approach to controlling drug use has certainly not had the kind of phenomenal success that would allow us to lecture the rest of the world on how to control substance abuse. Of course, a determination would have to be made on not releasing those convicted of committing acts of terror against the United States, who remain a danger to us. Even there, we have released to friendly countries those we considered terrorists and have seen them released in their own country, rather than serving out their prison terms in their country of origin. Of course, there would need to be special US courts provided where applications could be heard from those believing they should not be expelled because of special circumstances and mitigating factors such as family, particularly American-born children and American spouses in the US. There should be provision for hearings and right of appeal to a federal circuit court. I suggest the rules of evidence be softened so as to allow hearsay evidence, to make it easier for the individual being deported to make their case for the application of compassion, or simply to correct facts. If it is possible to do this by administrative action, and as quickly as possible, I would hope President Obama would take that course. If it is not solely within his power, then the President should ask the Congress to provide him with the powers needed. The State of California has been ordered by a federal circuit court to reduce its prison population by 40,000 inmates within two years. If it does not, California may face a situation in which it is forbidden by federal court order from imprisoning any new persons until it has reduced its prison population by that number. We know that California has just seen a prison riot in which hundreds of inmates were wounded - mostly by other inmates - and which was attributed by many commentators to overcrowding and racism exhibited by the inmates towards one another. If the Congress cannot by law place the state prison systems into this program, then allow states the option of participating. Some states may decide not to participate, preferring to keep the illegal aliens in their state prisons and jails, ultimately to be freed and allowed to return to society, but I doubt it. I don't expect to see those who believe in the concept of open borders join me in supporting this proposal. Those who believe that illegal aliens are simply migrants with the right to come and go across borders as they choose, and those who are opposed to our building a security fence on our borders to help control those borders, and those who believe the Secretary of Homeland Security, Janet Napolitano, is currently too harsh in arresting illegal aliens at their workplaces, will oppose those proposals as well. Nevertheless, I believe the proposal is reasonable and practical. Why didn't people think of it a long time ago? They probably did, but the country wasn't ready for it. Today, we are.

Sorry Koch, you are a Johnny come lately. Many have been screaming for what you are proposing, and even more. You would allow the anchor babies. That is an abominattion that should be corrected, and there have been many bills proposed to do just that. But just as one cannot be 'just a little bit pregnant', there should not be a 'just a little bit illegal'.

Sounds like a good start,however why should U.S. citizens bare any of the expenses,if they seek medical treatment,commit crimes or cost any systems expense and time why would are politicians not be in complete agreement that those funds expended be re-imbursed through trade commerce that already exists.That would give their home countries nothing to gain by deporting criminals to the our prison system,it would also correct many abuses inherant to programs we set up for Americans that get used by illegal immigrants.(thats big savings)

Sorry Ed, won't happen. Very logical on the face of it but your party views these "guests"as potential votes for the Democrat Party should Congress pass Immunity for Illegal Aliens. Also, sending these mostly Californian Hispanics back to Mexico or another Latino Country woould upset the ACLU and the Hispanic Politicians. Politics over reason or saftey, thats the sad truth. Sounds twisted, but it is a fact. Legalized former Felons would vote Democrat. That's a million new potential voters Ed!

Your plan is worthless for a number of reasons. The alien criminals are not on the radar. The police are told to ignore them. They can commit crime after crime and due to sanctuary laws, they are purposely ignored.
Even if they are deported, they will come right back.
Additionally, they are voting Democratic right now. With very lax tests for who can vote, they are voting (perhaps multiple times) and the libs won't let them leave.
Liberal insanity has inflicted this evil on us.

I have to second #1, Dan in his observation that, while I personally liked Koch as mayor, his latest string of topics have no relavence to Israel or Judaism. Unless his current blog is a tharowback to the 1920s when the Congress decided that Jews would lessen the gene pool of the Nordic Master Race the Eugenics and nativists wanted the United States to, acording to them, remain. Racially pure. And, thanks to their actions the Unites States government was legally justified to allow European Jewry to go to their deaths, no dirty hands here! Were thes also criminal aliens?

Koch's is a typical coseervative racist idea. The USA is dependent on foreign cheap foreign workers to do the dirty jobs. If you let them live in better conditions, with health insurance, pension insurance, decent salaries etc, they won't become criminals, won't reside in prisons and will spare the American tax payer lots of money. so, please, don'tblame others, blame yourself. No country in the world has so many prisons and prisoners as the USA, not even the Soviet Union under communism. Only Barack Obama can save America from dropping down to a Third World country within 15 years!

#1 Dan, in reply Israel and the United States are very much tied together. We have as many Jews living in the USA as live in Israel. We are your only friend in the world, next to G-d above.
I agree 100%; criminal illegals need to go home. We should rely on legal, well screened immigration. This does not make us a racist nation. We have to protect ourselves from criminal illegals. The left always labels you a racist just for wanting to have a secure homeland. Call me whatever you want, I'm a proud American--but I'm not arrogant. I have seen illegals kill fellow Americans. God bless the USA.
