A Point of View: Mearsheimer and Walt in Israel

The title of the event is: "The Israel Lobby - Helping or Hurting Israel?" It will take place at Beit Sokolov in Tel Aviv on Thursday, June 12. The presenters are American professors John Mearsheimer and Stephen Walt.

A few preliminary comments are in order. Israel is truly a democratic country where freedom of expression is a prized value, not something to pay lip service to. So the very fact that two professors who for several years have been lambasting Israel and American Jews all over the world are welcomed to Israel, speaks volumes.

Secondly, the subject of the Israel lobby and its impact in America is a legitimate matter for examination. It is always helpful to take a look at the institutions of Israel and American Jews and to ask questions about how they operate and their value to the Jewish State.

Unfortunately, despite their credentials - Mearsheimer is professor of government at the University of Chicago, Walt is at the Kennedy School at Harvard - these professors are not in the business of a serious consideration about the impact of the lobby. Instead, the title of the event is deceptive because, it leaves the impression of an objective analysis of the issue. In fact, Mearsheimer and Walt, as I write in my book The Deadliest Lie: The Israel Lobby and the Myth of Jewish Control, are as far as one could be from objective analysis. They are about a complete distortion of Israel's history and role in the Middle East. And, most disturbing, they are about propagating, in sophisticated grab, old and destructive myths about Jewish power, loyalty and conspiracies.

Since they are in Israel, and since surely they will put on their best face to appear more respectable than their writings, it is useful to make several points.

In their book, the authors are careful to avoid the most direct stereotypes, generalizations, motives attributed to the Israel lobby in the original paper. They repeat that they are not questioning the right of the lobby to be active, like other lobbies. They claim they are not anti-Israel or questioning its right to exist. They are not saying that those who work on behalf of Israel in the US are deliberately betraying their country. They are not saying that the war in Iraq was caused by the Israel lobby. And so on.

The problem is that these denials and clarifications, clearly inserted as a preemptive response to criticisms of their original paper, do not change the thrust of the presentation.  The old saying "if it walks like a duck, quacks like a duck and looks like a duck, it must be a duck" applies here.

Let's deal with some of their claims which they make to soften the criticisms of their work:

Israel has a right to exist -- As William Grimes pointed out in his New York Times book review "the effect of their book is to leave it dangling by a moral and strategic thread."

Not anti-Israel -- Every event in the Israel-Arab conflict over six decades is interpreted in a fashion to put all or the preponderance of blame on Israel. One does not have to be a Zionist to recognize the complexity of the problems such as the roots of the refugee problem in 1948 or the collapse of Camp David in 2000. The demonizing of Israel is transparent.

Just presenting an honest view of America policymaking in the Middle East which goes unheard -- As has been noted by several critics, Mearsheimer and Walt did not interview any current or recent Administration or State Department figures. Had they done so, they would have heard the kinds of comments from people like Ambassador Ned Walker, Former Secretary of State George Shultz, and others when learning of Mearsheimer and Walt's description of US policy making.

Walker, an old State Department Middle East hand said after the original paper appeared that he could not recognize the way policy was actually made from the description by Mearsheimer and Walt. It bore no resemblance to the messy, multi-sourced influences in the real world.

George Shultz, in the introduction to my book said, "So, at every level, those who blame Israel and its Jewish supporters for US policies they do not support are wrong. They are wrong because, to begin with, support for Israel is in our best interests. They are also wrong because Israel and its supporters have the right to try to influence US policy. And they are wrong because the US government is responsible for the policies it adopts, not any other state or any of the myriad lobbies and groups that battle daily --- sometimes with lies – to win America's support."

The truth is US policy results from a complicated series of influences both inside and outside government. Supporters of Israel are significant voices and we are proud of that but any suggestion that we are the dominant influence belies the real complexity.

US policy is completely one-sided toward Israel -- Fortunately, and for good strategic and moral reasons, the US is a strong supporter of Israel. But Mearsheimer and Walt fall into that anti-Israel assumption so prevalent in parts of the Arab world and elsewhere which holds that if the US is pro-Israel it must be anti-Arab. 

In fact, US policy has always supported moderate forces in the region, whether they be Israeli or Arab. During the Cold War, the US goal was to strengthen anti-Soviet Arab forces in the region and saw a strong Israel as part of that effort.  There was nothing anti-Arab about that. Today, the US supports moderate forces against radical Islamists in the region. Israel receives support but so do moderate Arab such as Egypt, Jordan, Saudi Arabia and moderate Palestinians. There is nothing anti-Arab about that. Even President Bush's June 2002 speech, cited as possibly the most pro-Israel address by an American president, was not anti-Palestinian. It laid out a vision of a Palestinian state living side-by-side of Israel and called on the Palestinians to find moderate leaders to lead them there with US help. There is nothing anti-Arab about that. 

US policy, unlike Mearsheimer and Walt's accusations, is not a zero-sum gain at all.

American Jewish leadership is right-wing and monolithic -- In fact, the vast majority of American Jewish organizations and surely the most significant ones, whether ADL, AIPAC, AJC, Hadassah, the Union of Reform Judaism et.al. all support a two-state solution for the region.  Here, too, the fact that all these groups reject Palestinian terrorism and support Israel is demanding moderate Palestinian positions is taken as being right-wing and uncompromising.

The media and campuses don't allow true open discussion and debate on the conflict because of Israel lobby pressure -- Absurd on its face. Turn on the TV any night, read compare newspapers all over the country and one will hear a wide-range of views about the conflict, some even over the-top is its criticism and bias toward Israel. This charge of the Israel lobby stifling discussion is one of the most insidious and fake ones in their paper and book. It is of course strategically brilliant because it tries to put the Jewish community on the defensive: criticizing them proves their point.

Not saying that Israel lobby is intending to serve Israeli interest against American -- By setting up the straw man that everything Israel does is evidently wrong, that US support for Israel is over-the-top and hurts America strategically and morally, and that that policy is simply a product of the influence of the Israel lobby, their protest that they are not accusing the lobby of deliberately working against America leaves one cold. If things are so obvious, then the lobby must know full well that they are hurting America and they pursue their approach in any case for one simple reason: they are loyal to Israel against their own country.

Ultimately, the critique of Mearsheimer and Walt must not be limited to the distortions of events and cause and effect, but also to their questioning of the motives of those who support Israel in this country. The qualifying words, the softer tone do not relieve us of the belief that Mearsheimer and Walt continue to foster an image of American Jews that fits the classic conspiracy theories of Jewish power, disloyalty, and betrayal.

Why don't they use same arguments against the Arab enemies of Israel. Most do not recognize Israel per se, and don't care if Palestiniians erase Israel from their maps etc. They don't care about the financial scandals of Fatah.Or that Arab policy is one-sidedly against Israel. They don't care about all the Arab dictatorships. One can continue for hours but let this suffice.

It is quite clear that these men have no intention of ever being even handed or objective. They are woven from the same cloth as Jimmy Carter, Pat Buchannan, James Baker etc. This event will be akin to thinking that by being nice to Louis Farakhan will make him hate Jews less. Or even better that giving territory to Arabs (who have never accepted any previous offers) who the world have allowed to behave like savages will make them all of the sudden love Jews/Israelis and stop teaching and inciting hate and terrorism. I believe it will be a great gathering however for Haaretz Readers!

Abe - You are one of most reliably sane and on-target commentators on this issue. I respect the way you respond to each fallacious argument of these two "scholars" head on, just by presenting the facts. You reveal the falsehoods and underlying bigotry so well by allowing the reader to reach the proper conclusion. Keep it up!

If John Mearsheimer and Stephen Walt had their way Israel will lay down all it's arms. A wise man said " If the Arabs lay down their arms there will be peace. If the Israelis lay down their arms there would be no Israel. Aparently Arab oil money had more impact on these two and Jimmy Carter than meets the eye.

There is a major discussion going on within a group of University lecturers of Political Science on the invitation extended by Gabi Shefer to the two gentlemen to speak at a seminar at Hebrew U. If I am not mistaken, it was Uri Avenry's Gush Shalom that sponsored their visit to Israel.

These academicians obviously have nothing better to do than bash Israel and the Jews. Could it be that they are jealous of the tremendous strides Israel and the Jews have made?? Why don't they write about the significance of Israel's attempts to make PEACE with her neighbors. Unfortunately to no avail as her neighbors want for nothing more than to drive the Jews into the sea. Why don't the authors write about how the Palestinian people's leader Yassir Arafat stole money intended for them to build their infrastructure and to better their lives, which to this day has not happened!!!

To call these men anti-semites is a real stretch and if you read their book they raise serious questions that must be debated in Israel. Specifically, is the Israel lobby as it currently operates in the United States beneficial or detrimental to the state of Israel? There are strong arguments to be made on both sides of this issue but the fact that these professors should ask this question and try to answer it through scholarly research and debate is not anti-semitic or anti-israel.

Three American presidential candidates went before the AIPAC and put Israeli interessts ahead of American interests. One wore an Israeli flag pin. America should pay down its national debt, provide heakth care for its citizens, provide educationfor its citizens and see that all have an acceptable standard of living. It can do this better if it does not contribute to Israeli war mongering..

One of the more effective arguments that the two authors make is the immoral aspect of the 40+ year occupation of Palestine and accompanying denial of legal and human rights for the people living under occupation. This is not a value or moral standard that the US should support. As other Israelis have pointed out, the seeds of apartheid are planted and the two state solution is about finished. The US, as a champion of freedom and liberty, should use it's influence (and not be influenced by Israel) to press for justice and freedom for the Palestinians.

I would like to see their next book, "The Saudi Lobby" and have it presented in Mecca, in front of an Islamic audience, with some princes along. Of course, it isn't going to happen, but, if they dare, we might read their obituary. I will keep my eyes open.

The influence of the Israeli lobby is evident in the lack of criticism of Israeli policy by any American public official, The question is whether this is good for the long term security of Israel. Would a more balanced approach help resolve issues in the region, especially with the Plestinians and Iran. The problem with the future is that no one can predict the next world crisis, new Arab leader, or weopons. And if the other side gets an advantage, they may not want to talk. An informed public can influence policy toward peace when leaders seemed disconnected from their people. Bad idea?

My impressions of the last years are : more and more intellectuals - 1st europeans with israeli withnesses like Avnery, Langer, Zimmermann - support, that ISRAEL/zionism is the real big problem for peace. Them more britiish, american and other authors demonstrate, that ISRAEL is a rising up problem for USA to live in peace with arabs or that "the lobby" tracked the USA into Iraq. And than again more, also jews ( I have a list of them ) like T. Judt wrote, that ISRAEL is harmful for all jews or without its existence it would be better for all. The rabbis in Teheran were the smaller problem

I don't get it. I know many Jews and they are often very smart and peace loving people. But why haven't you put 2 and 2 together that the enemy is not from outside but from inside? Why are you always ending up in trouble and why are most countries running anti Israeli propaganda to convince most people that the people of Israel are scum of the earth? Now Israel is preparing for WW3. The media and the politicians go alone with this. This is not a war that will help the israeli soldier and his/her families and friends. Why you are not pleased about a strong pro-Israeli "lobby" ? Where did jews end , when their influence was not strong enough, but the phantasmas obout their allegedly evil influence by world-lobby and conspiracy was strongenr ?! They end in murder, not only in Auschwitz. - Why do only few fight against modernized antisemitism, aslo spred by jews ! Are Israelis so orientationless, that they welcome praier of a hostile ideology, cause "finally" someone say them that they are the mistake themselves, to demand to be protected of an own power of the state !! So we should help!

What I QUOTED in Nr 14 is part of the problem, not my opinion ! - I seldom had contact to Israelis. But what I heared and read from them is,what my research resulted in : Israeli PR is a catastrophy "and that will not change provisionally" (so author Yil Yaron ); similar thoughts had Hassada Ben-Itto before starting their book about the core of problem, of Big Lie. Although I strongly advocate free speech, I think these men should be ignored, not given the honor of speaking in Israel. Their anti-semitic agenda should receive as little attention as possible. I hope that they are greeted by a large and vocal protest.

Walt and Mearsheimer, despite their academic credentials, are nothing but a couple of bubbleheaded media courting attention seeking (Britney Spears wanna-be) dolts. Their arguments are stupid - just cleverly designed. Could they really sell books by criticizing Arab states? Nah, everyone does that. Let's rip on Israel and the Jeeeews! Yeah! (oh yeah, Christian Zionists are to blame too, right). Thanks W & M for proving that degrees from U of C and Harvard aren't worth the toilet paper they're printed on.

The Spanish edition of the book (Mearsheimerr & Walt) has an incredibly antisemitic marketing strategy. With tens of thousands of copies in the Spanish speaking World the cover says stuff like "finally academics are saying the truth", posters in the libraries mention how the Zionists control America's foreign policy. I saw it in three countries: Venezuela, Argentina and Spain. Very sad. I can't imagine what a translation of this book would be marketed in Arabic or Chinese for example. These guys are the worst kind of antisemitic people: Jimmy Carter style, disguised as "objective friends".

A" two state solution", the ultimate stupidity, is in fact an unwitty support for the ultimately resulting "one state solution", that of an Arab state replacing Israel. The only road to peace is a masive settlement of the land of Israel by Jews, resulting in gradually increased erosion of the Arab population to a point where the Arab population in Israel, from the Jordan river to the sea, will be so miniscule that it will no longer be a factor. So long as Arab "Palestinian" claims to any parts of the Land of Israel are legitimised, there can not be peace or even calm in the Land of Israel.

This issue has more to do with religion than politics. Simply put - ROME IS AT FAULT AND AMERICA IS RIGHT.

Ellen - Dover DE, USA: Mr. Frankel is absolutely on target-- the wealthier Jews were greatly disconnected from the Jewish Community-- they thought of themselves as Germans, & only incidentally as Jews but certainly vastly superior to 'Die Anderer' (the others) those embarrassing peasants, those from Poland, Romania, the Ukraine, etc., whose poverty & culture made them cringe. American Jewry were for the most part from Germany & they too didn't want to know about poor Jewis from Europe, nor did they welcome or assist refugees, fearing that anti-Semitism might then find THEM.
Roddy Frankel: The Lesson (in my humble opinion): In 1938 German Jews were second class citizens who were afraid to speak out against Hitler. The poorer Jews were politically disenfranchised and powerless. The wealthier assimilated Jews were disconnected from the Jewish community, invested in the German social structure, and overly confident they would never be targeted. The lesson, therefore, is that when we Jews don't work together to defend the weakest among us, we are easily subjugated and victimized. The lesson can be applied to Jewish communities around the world, especially in Israel.
