Rahm Emanuel is a good man and a good friend of Israel, but in a highly publicized recent statement he linked American efforts to stop Iran from developing nuclear weapons to Israeli efforts toward establishing a Palestinian state. This is a dangerous linkage.

I have long favored the two-state solution, as do most Israelis and American supporters of Israel. I have also long opposed civilian settlements deep into the West Bank. I hope that Israel does make efforts, as it has in the past, to establish a Palestinian state as part of an overall peace between the Jewish state and its Arab and Muslim neighbors.

Israel in 2000-2001 offered the Palestinians a state in the entire Gaza Strip and more than 95% of the West Bank, with its capital in Jerusalem and a $35 billion compensation package for the refugees. Yasser Arafat rejected the offer and instead began the second intifada in which nearly 5,000 people were killed. I hope that Israel once again offers the Palestinians a contiguous, economically-viable, politically independent state, in exchange for a real peace, with security, without terrorism and without any claim to "return" 4 million alleged refugees as a way of destroying Israel by demography rather than violence.

But the threat from a nuclear Iran is existential and immediate for Israel. It also poses dangers to the entire region, as well as to the United States. The dangers come not only from the possibility that a nation directed by suicidal leaders would order a nuclear attack on Israel or its allies, but from the likelihood that nuclear material could end up in the hands of Hizbullah, Hamas or even al-Qaida. Recall what Hashemi Rifsanjani said to an American journalist:

[Rafsanjani] "boast[ed] that an Iranian [nuclear] attack would kill as many as five million Jews. Rafsanjani estimated that even if Israel retaliated by dropping its own nuclear bombs, Iran would probably lose only fifteen million people, which he said would be a small 'sacrifice' from among the billion Muslims in the world."

Israel has the right, indeed the obligation, to take this threat seriously and to consider it as a first priority. It will be far easier for Israel to make peace with the Palestinians if it did not have to worry about the threat of a nuclear attack or a dirty bomb. It will also be easier for Israel to end its occupation of the West Bank if Iran were not arming and inciting Hamas, Hizbullah and other enemies of Israel to terrorize Israel by rockets and suicide bombers. In this respect, Emanuel has it exactly backwards: if there is any linkage, it goes the other way - defanging Iran will promote the end of the occupation and the two-state solution. Threatening not to help Israel in relation to Iran unless it moves toward a two-state solution first is likely to backfire.

After all, Israel is a democracy and in the end the people decide. A recent poll published in Ha'aretz concluded that 66% of Israelis favored a preemptive military strike against Iran's nuclear facilities, with 75% of those saying they would still favor such a strike even if the United States were opposed.

Israel's new government will accept a two-state solution if they are persuaded that it will really be a solution - that it will assure peace and an end to terrorist and nuclear threats to Israeli citizens. I have known Prime Minister Netanyhu for 35 years and I recently had occasion to spend some time with Foreign Minister Avigdor Lieberman. I am convinced that despite their occasional tough talk, both want to see an end to this conflict.

Israelis have been scarred by what happened in Gaza. Israel ended the occupation, removed all of the settlers, and left behind millions of dollars worth of agricultural and other facilities designed to make the Gaza into an economically-viable democracy. Land for peace is what they sought. Instead they got land for rocket attacks against their children, their women and their elderly. No one wants to see a repeat of this trade-off.

Emanuel's statements were viewed with alarm in Israel because most Israelis, though they want to like President Obama, are nervous about his policies toward Israel. They are prepared to accept pressure regarding the settlements, which are not related to Israel's security, but they worry that the Obama administration may be ready to compromise, or at least threaten to compromise, Israel's security, if its newly elected government does not submit to pressure on the settlements. Most Israelis strongly believe that these issues must not be linked.

Making peace with the Palestinians will be extremely complicated. It will take time. It may or may not succeed in the end, depending on whether the Palestinians will continue to want their own state less than they want to see the end of the Jewish state. Israel should not be held hostage to the Iranian nuclear threat by the difficulty of making peace with the Palestinians. Recall again that Israel offered such a peace in 2000-2001, only to be rebuffed.

It may be rebuffed again, especially if Palestinian radicals believe that such a rebuff will soften American action against Iran. In the meantime, Iran will continue in its efforts to develop nuclear weapons. That cannot be allowed to happen, regardless of progress on the ground toward peace with the Palestinians. These two issues must be delinked if either is to succeed. There are other ways of encouraging Israel to make peace with the Palestinians. Nuclear blackmail is not one of them.

Mr. Dershowitz' analysis on the backwardness of Emanuel's comments are spot on. Iran is funding and training Hamas and Hizbulla with the goal of Israel's destruction (not concessions for peace) with the Palestinians. Its hard to see how a forced agreement with a weak Palestinian leadership that would eventually either be overthrown by Hamas, or create a unity government with them effecitvely eliminating them would somehow convince Iran to stop developing nuclear weapons. I agree with Mr. Dershowitz. I have responded to many topics in this periodical that send a message to Israel & American Jewry that this administration has been sending signals where the current administration is undermining Israel. Illustrative, I do not see the sense for Sec. Gates' decision to drop the sale of the F-22 Falcon (the most advanced recent fighter craft developed by the US that is impervious to known radar). This jet can drop bombs & fire missiles surgically to take out Iranian nuclear targets. The straw that broke the camel's back was Rahm's destructive view against Israel.
3  |   David Maryland USA, Tuesday May 12, 2009
Mr. Dershowitz, you have offered an insightful article, but the problem remains, how to stop the Iranians from developing nuclear weapons when they have the oil money to pay for them and a world willing to finance them on the one hand while saying "bad Iranians" and pretending to have "sanctions" with the other. I am not in favor of a pre-emptive strike, but "sanctions" have done very little. The problem is that an attack on Iran's nuclear facilities at this point may also do very little. The problem is the Iranian government, not Emmanuel or Obama and time is running out.
4  |   Steve Michaels, Ottawa, Tuesday May 12, 2009
Dershowitz is wrong. There is a clear link btn Iran and the Palestinian Issue. Both reflect the world's lack of concern for the survival of Jews in Israel. Both the proposed Palestinian state , and Iranian nukes would be an immediate existential threat to Israel. The one time the PA had elections, Hamas won. If there would be proper elections, they would win again. Their charter (available in English online) cites a Hadith demanding the murder of all Jews. The refusal of the world to stop Iran, and the demands to expose all of Israel to Hamas attacks are one and the same.

I thought Mr. Emmanuel was a pretty bright man. Obviously I was wrong. He seems to think that if Israel makes peace with the Palestinians then Iran will suddenly go "nice" and give up its nuclear ambitions. That belief is sheer stupidity. The only thing these fanatics understand is force. The only way they will move is to be forced. Blow up the reactor, blow up the centrifuges and blockade their ports and then they will be attentive.
6  |   Mark, Tuesday May 12, 2009
I guess it's easier for Dershowitz to criticize Emmanuel instead of Obama for linking the Palestinian and Iranian issues, but isn't Emmanuel (as well as other members of Obama's administration) speaking on Obama's behalf? It's time for Dershowitz to admit that Obama is no friend of Israel's, and that he (Dershowitz) was wrong to encourage American Jews to vote for Obama.
7  |   Matt, Tuesday May 12, 2009
My question is whether Obama's administration reads insightful commentary on Israel like Professor Dershowitz's blog or not. There is no limit to naivety of politicians whose families and property themselves aren't directly threatened. But the fact that the sanctions on Syria were recently extended indicates that at least Obama listens and seems to learn. The fact that the US military was on CNN today claiming to be the most proactive army in history to prevent civilian casualties in Afghanistan should help the US Commander-in-Chief understand Israel a bit better than his left-wing buddies.

The reality is ; The greater the existential threat towards Israel the less inclined Palestinians will gravitate towards a 2 state solution.Iran's ominous invective whilst seeking a nuclear bomb all directed towards Israel entoxicates Palestinians to delay any meaningfull dialogue whilst harbouring the 1 state solution with Muslim majority.Destroy Irans ability to harm Israel and neautralize Hizbullah and Hamas the 2 state solution would become the reality Peace treaties will follow by other moderate Arab nations.

Thanks again Alan but thats what happens when you elect a con man for a president this hood called obama has never even run a hot dog stand
11  |   alanrockville, Tuesday May 12, 2009
I just saw this in the Iranian press, please read the entire article, might be encouraging: [ Link to page ] ...Mahmoud Abbas hammers Iranian President Mahmoud Ahmadinejad for making supportive remarks about the Palestinians. "Nobody gave Ahmadinejad the authorization to make statements on behalf of the Palestinian people," Abbas said in an interview with the RAI Italian TV. "We recognize the state of Israel, we do not seek its destruction, and we want to establish our state next to Israel," he went on to say.
12  |   shalom, Tuesday May 12, 2009
The idea of a two state solution is an unrelistic dream, it is a nonsense! Emmanuel is a selfish person who couldn't care less about Israel. The lnikage between Iran and the palestinian conflictis nothing more than demagoguery. Mr. DERSCHOVITZ, DO YOU REGRET SUPPORTING THIS PRESIDENT?
13  |   Fred A., Tuesday May 12, 2009
Excellent article, Professor. However, I am surprised by any American Jew who is surprised by Obama's linkage of Iran and the peace negotiations. Those of us who bothered to look into the man knew he was a dangerous Narcissist with ties to the anti-Semitic radical left. Should we be surprised that he is throwing Israel under the bus to further his own agenda? Fortunately, Mubarek and the Saudis are just as afraid of Iran and its radical proxies, and Israel has a strong leader in Netanyahu who will find a third way of dealing with Iran, with or without the help of the USA.
14  |   Tod Zuckerman , San Francisco, Tuesday May 12, 2009
Hey, Dershowitz, are you surprised ? Of course, not . You knew this was coming, but you did not want to admit it. Jeez, Obama belonged to Rev.Wright's church for 20 years - that should have been enough evidence . He walked in the Million Man march - that should have sounded an alarm. And, of course, he went out of his way to have Samantha Powers as an advisor ( you remember Samantha - the beauty who wanted the U.S. to invade Israel to protect the Palestinians from "genocide."). Now, we are about to see Israel pressured to make suicidal concessions - congratulations for supporting Obama.
15  |   Chaim - Israel, Tuesday May 12, 2009
Mr. Dershowitz, are you ready to apologize to Israel for strongly backing Obama for U.S. president? It was obvious from Obama's speeches and his world view that he is no friend of Israel. What is surprising is how quickly and firmly he is demonstrating his hostility to Israel. Barely in office, thanks to many Jewish votes, his first moves are to embrace Islamicists and appoint vehemently Israel hating officials to high office. In Obama, we are likely dealing with the most hostile American president we've ever faced. Mr. Dershowitz, with all due respect, we await you apology for backing Obama.
16  |   Daryl, Tuesday May 12, 2009
Who says Rahm Emanuel is a good man? There are several investigations into his business and lobbying practices. Why would Anyone with Jewish Hertiage work for an administration where the President belonged to a church for over 20yrs that preached Jew Hatred. One Holocaust survivor told a group<" when someone says their going to exterminate you. Believe them".
17  |   Yaakov Miller, Tuesday May 12, 2009
By Obama not wholeheartedly supporting Israel's efforts to stop Iran and instead using the situation as leverage to broker a "peace" situation He is in actuality indirectly supporting Iran and Hamas' efforts. You can't be a peacemaker by threatening one side to stop fighting and offering candy to the other side. Israel is never going to allow a situation where their security is threatened. You can't out-fox a fox. Obama can't expect any plan he forces down Israel's throat to last because Israel will allow it temporarily to achieve the overall goal of taking out Iran.
18  |   Bill Grossman, Westport, Connecticut, Tuesday May 12, 2009
Dershowitz has it right. Defang Iran and it becomes easier to negotiate with the Palestinians. That would work, appeasement will not work. The Palestinian state would cvertainly be dependent on Israel for jobs and economic assistance. However, Israel must be certain that the Palestinian state not become any sort of military powere nor to be a state from which missiles or bombs could be sent.
19  |   Bill Hartford,Ct, Tuesday May 12, 2009
Dear Prof. ALAN, As a magnificent attorney, you have listed the realities of a possible Israeli- Arab 'Palestinian' 2009 'reprochmant.' LET'S factor into y o u r comments Mr. Kissinger's wisdom... consider the real-politic of Iran's REGIONAL aspirations - a push for hegemony among the a l l the Muslim cultures. Let's wake up... decide that in 2009 we w i l l not replicate Neville Chamberlain's pusillanimous response to Hitler's "hungers" of the 1930's. So despite of o u r post-Saddam fatigue syndrome, let us resolve, today, and resolve Never Again. A l l humanity will benefit. - Bill

Forget the two-state deal until the Iranian and hizbullah issues are resolved.
21  |   Hillel - NYC, Tuesday May 12, 2009
The fact that an intelligent individual could still profess a two state solution as an answer literally boggles my mind.
22  |   Mark - Canada, Tuesday May 12, 2009
Nothwithstanding Mr. Emmanuel's dubious linkage of two distinct issues, the fact is it doesn't really matter what Israel wants for a solution to the Pals. The Palestinians can have a state any time they have the balls to declare statehood. Why, in the 60 plus years since the partiion plan of 1947, haven't they come one step closer? They have political, monetary, and military support that can only be described as enviable ( if not criminal) yet year after year, opportunity after missed opportunity, we see clearly this dog just don't hunt. Nothing to do with Israel, or Iran.
23  |   Ruach USA, Tuesday May 12, 2009
Only the Russians can stop Iran's nuclear weapons program. They have access to the sites. They have the inside information. They designed and built the facilities. They could deliver a new set of "computers" with a remote control mechanism. The only question is the price. Start the bidding at $10 billion. For a bargain the Russians could sell the Iranians disinformation about weapons-useable uranium and weapons design.
24  |   Jpost Reader, Tuesday May 12, 2009
You have said Iran has "Suicidal Leaders"....Can you explain what this means...they have multi billion dollar projects on the go with variety of countries...they have some of the best universities in the world....their leaders have never ordered an attack on another country, unlike US and Israel, and what they say and do sounds much more logical (if you actually understand what they say rather than misrepresent them)...and who would you consider to be great thinkers/politicians..George Bush..Sharon....Allan I have challenged you to a debate before and would do so again...Please accept

Despite Iran's repeated contention that it is seeking nuclear technology for peaceful purposes, war proponents continue to maintain that Iran pursues nuclear weaponry. Similar proponents of war also wrongly maintained that Saddam had weapons of mass destruction. Israel has a population of 7.2 million and is the 151th largest country in the world. Iran has in excess of 70 million people and is the 18th largest country in the world, surpassing the combined geographic area of UK, France, Spain and Germany. Iran is a sovereign country and has the sovereign right to pursue nuclear science.
26  |   James, Tuesday May 12, 2009
How many Obama-voters (Emanuel and Dershowitz included) does it take to screw a Ahmadinejad's light bulb?
27  |   Albert Los Angeles, USA, Tuesday May 12, 2009
If Israelis really think they can take out Irans nuke facilities do it. But dont expect a dime from the United States or overfly rights over Iraq. For that matter build your own bunker busting bombs and stop wasting our goddamn money. Everyone knows that the Israelis peace moves are bull when it comes to the Palestinians. For once I would like to see a map of this generous offer that was made to Arafat. Publish this map and you'll look like idiots. If I were Iran id just test the bloody nuke already, this if anything is more liable to bring peace then idiotic negotiations by two babies.
28  |   Warren, USA, Tuesday May 12, 2009
After reading you Blog, I was reminded of the words by Golda Meir, "We will have peace when the Arabs begin to love their children more than they hate us." I may not have the qjuote accurately, but I think she was right on. Unless the Arabs stop teaching their children to hate, peace will be along way off.

the 21st century train is leaving israel and laughable arguments behind
30  |   Matt, Tuesday May 12, 2009
I agree that it's absurd to link Iran to the two-state solution, but I disagree that a two-state solution is viable in light of the majority opinion among Palestinians who don't want such a solution. Moreover, Mr. Dershowitz shouldn't limit the attempt to link the two issues to Emanuel. Hillary Clinton said the same thing, and all White House sources indicate that this is Mr. Obama's ill-advised position. Please, let's acknowledge that this nonsense emanates from the President on down and dispense with the pretense that Obama has Israel's interests at heart..

Whoever believes that if Iranians get a bomb they will immediatly attach it to the most reliable missile they have and then risk annihilation by vindictively targetting Israel--is off his rocker! Would you, as a chess player, put all your forces in one basket? One bomb will lead to two, then four, and soon Hamas and Hezbollah will have a couple each, and so will Syria if it behaves itself. And that's when the Iranians will attack. First the Proxy Pawns, and then the Big Boys! Which of the myriad missiles carries the atomic payload? Who can guess? Take them out--NOW! Not tomorrow--NOW!
32  |   Moses Cohen - Toronto / Canada, Wednesday May 13, 2009
We Sephardim never criticize Israel. We know Arabs extremely well, understand the language and know full well what their true intentions are: they do not want peace with Israel. Since they cannot beat Israel in war, they are using tricks such as Israel is not a Jewish Country, the Law of Return to create a fifth column and eliminate a Jewish presence in the ME. Thank God, we Jews are extremely intelligent and there is no way for Arabs to trick us. Emmanuel should not have raised the issue of a two state solution, just to please his boss Hussein Obama.MC
33  |   Noach, USA, Wednesday May 13, 2009
The "good man" Emmanuel is a court Jew. He carries water for his boss. The two of them decided to use the Iranian nuclear crisis for blackmailing Israel into submitting to its enemies. Remember: "You never want a serious crisis to go to waste". And Mr. Dershowitz is, all his credentials notwithstanding, simply a naive man. Wasn't it he who agitated the already laughingly loyal troops of American Jews to support Obama?
34  |   Laine Frajberg Montreal, Wednesday May 13, 2009
The proposed trade-off -'Give the Pals. a state and we (Americans) will hep you against the Iranian nuclear threat." is false on both counts.Giving the west bank to Fatah or Hamas will bring war not peace and the U.S.,under Obama, will do nothing to help Israel against the Iranian threat-regardless of whether Israel gives up the land.
35  |   Kurt, Wednesday May 13, 2009
I agree with the Professor. However, I am against the 2 state solution. While I understand the Isreali people and others, including the Jewish people who are in the disporia, really want peace and have shown it over and over again by their actions to the point of putting their and their countryman's lives in harms way. However, I do not believe the muslims are ready for any such peace. Yes, they desparately want a hunda for the sake of having territory and time to effect the destruction of Isreal and the Jewish people. I believe they have clearly stated this fact. But, not real peace.
36  |   Edward, Wednesday May 13, 2009
Mr. Dershowitz's comments speak the facts logically and loudly. But like Obama, we seem to be seeking everyone's approval. Israel will say no to Obama and Rham Emmanuel's twisted logic because it is just that: twisted logic. If the Obama administration was just on the wrong track, convincing them would not be a problem. I am fearful that this is not the case. What is being presented by the Obama administration is nothing less than a reversal of policy, and, needs to be confronted by every Israeli (right and left), every american jew(right and left) and every Christian, immediately!!!!
37  |   Jacob, Wednesday May 13, 2009
Rahm Emanuel is clearly associated with the leftist Israelis, Jews and Muslims, who can't stand the idea of a right and centrist Israel government in power, especially one that is not afraid of taking the right steps to secure Israel's continued existence as a Jewish state. If Rahm Emanuel was really smart he would understand that the Palestinians are a distant secondary concern to Iran. Iran is the top issue for Israel and the entire region. A nuclear armed Iran with terrorist proxies surrounding Israel and the moderate regional Arab states is a much more destabilizing development.
38  |   bannister , USA, Wednesday May 13, 2009
61 Years of constant expansion without the threat from Iran and Israel has not been deterred. When Iran gets nukes it will be different than the past 61 years. I bet it will be different enough so peace is achieved. One way or the other.
39  |   Roddy Frankel, Sunday May 17, 2009
To #11, alanrockville: "Abbas said in an interview with the RAI Italian TV. 'We recognize the state of Israel, we do not seek its destruction, and we want to establish our state next to Israel,' he went on to say." If Abbas was serious, he would declare a Palestinian state today in the towns where the PA has autonomy. Contiguity is unnecessary. Nothing stops him from doing so. Just as the State of Israel doesn't depend on Abbas' recognition of the Jewish State, Abbas doesn't depend on Israel's recognition of a Palestinian State. He knows this all too well. That's why I say he's bluffing.
40  |   Joe Passadino, Tuesday May 19, 2009
As a big supporter of your Country, but I have to say that Obama is really the best hope of a solution. You may not like the Arabs or Muslims, we didn't like the Russians much - but we "held our nose an signed SALT and START". You can either allow all the displaced Arabs to return to Israel and run it on a multi-ethnic, multi-racial, multi-religeous basis - like the US with a similar Bill of Rights. OR You can permanently give up the West Bank and Gaza and leave them there. If missiles indiscriminately come across your border, just remember the Allies "area bombed" Dresden, Hamburg and Berlin and Tokyo (and Hiroshima) and no one has ever seriously criticised. If the Arabs want to believe that the Holocaust never happened just remember the Duke Wellington's famous line. "If you believe that ... then, sir, you will believe anything!
41  |   BradD, Sunday May 24, 2009
Dershowitz is wrong about most Americans supporting a two state solution for peace in Israel and the middle east. The majority of us know that Israel will never achieve peace in this way. You cannot negotiate peace with someone who doesn't want peace. Anyone can recognize this and you can never find peace through appeasement. Dershowitz has greatly under estimated the "majority" opinion in the US. Peace for Israel, sad to say, will never be found in a two state solution.
42  |   Mike Feldman,, Canada, Sunday May 24, 2009
Unfortunately, I agree with BradD. If you read other blogs you'll find Israelis and Jews in general to be viewed by many as the source off all the world's problems. Many think if Israel went away, everything would be fine. The Muslim propogandists know this and feed it to their willing audience every day. Imagine the press Netanyahu would receive if he said he has enough (current) firepower to wipe Iran off the map. Israelis don't go a day without reading of their ultimate destruction. Sympathy was even with Hizbullan after kidnapping Israeli soldiers. Israel's "peace" requires deterrence
43  |   Sarah Michigan, Tuesday Jun 02, 2009
Dershowitz wholeheartedly endorsed Carter for president. He also wholeheartedly endorsed Obama as "good for Israel". If Alan had an ounce of integrity, he would stick to the practice of law, and teaching, keep his nose out of Israeli affairs, and admit he has poor judgement. He is a danger to the nearly six million Jews of Israel.
