A Link in the Chain: Israel's next strategic decision

Annapolis initiated two parallel processes: comprehensive and detailed negotiations in working groups over a Permanent Status Agreement (PSA) and implementation of the Roadmap. It seems that this approach is based on a logic that attempts to bypass the disagreements between the sides over the principles of Permanent Status.

However, a big crisis with the Palestinians is inevitable and will occur no later than the beginning of next summer. By then, most of the working groups will be deadlocked and will turn to the political echelon to make decisions.

The expected deadlock is due to several structural reasons. I have discussed these in past posts and Reut has written about them extensively. The main points are :

1. Any significant political progress will lead to a political crisis in Israel;

2. Mahmoud Abbas is politically weak;

3. There is an absence of agreement on most of the outstanding issues, most of which have not been resolved and require exhaustive negotiations and historic decisions (such as air space, division of water resources, economic agreements among others);

4. There is no strategy for dealing with Hamas, especially if it becomes part of the PA and shares power with Fatah.

Moreover, the sides will find it difficult to simultaneously advance towards a PSA and a Palestinian State in Provisional Borders (PSPB) (as per the 2nd stage of the Roadmap) as the Annapolis Declaration apparently requires. This is because many of the issues bound up with the establishment of a PSPB are also considered to be issues for a PSA (political status, economic and security arrangements and others...)

At the moment of strategic decision, this spring or beginning of the summer, Israel will have to choose between three political alternatives.

  1. Continuing the Package Approach of negotiations over a comprehensive and detailed PSA - This alternative means putting all the Prime Minister's political capital in the basket of a PSA. This is an 'all or nothing' step whose failure will have far reaching consequences. Due to the structural problems of negotiations, this option is likely to end in bitter disappointment.
  2. Moving to establish a PSPB based on the political process whose logic is building the capacity, powers and authorities of the PA's institutions - This alternative reduces the goals and dangers of the political process in comparison to the Package Approach option. Its main point is the systematic transfer of powers and authorities from Israel to the PA and the building of its institutions so the PA will approach the status of a PSPB towards the end of 2008. At the same time, Israeli might be able to unilaterally declare it to be a State or to reach an agreement on this with Mahmoud Abbas (Abu Mazen).
  3. Grounding the Status Quo - This alternative's logic is grounding the political status without attempting to achieve a political breakthrough with the Palestinians during the terms of Olmert or Abu Mazen.

Each of these alternatives has a several advantages and disadvantages that need analysis. However, it is clear that without the intention or ability to make historic decisions of far reaching significance, there can be no meaningful progress on the negotiation channel that began at Annapolis.

In my opinion, at that moment of decision, the tendency will be to reject an all or nothing attempt to achieve a comprehensive detailed PSA. Preference may thus given to the alternative of upgrading the PA's status through building its powers, authorities and institutions based on the Blair - Fayyad axis. The new organizing logic will be to bring about the establishment of a PSPB based on Israeli and international recognition and commitment to continue the political process.

the ongoing negotiations do not take into account the rejection of the Arabs of our right to settle at least between sea and Jordan. The demand to withdraw settlements is a hypocritical cover-up for denying the Jewish right to live in Israel. The situation will explode on the unrest and disobidience of galilean ARABS LIKE IT WAS IN 2002.

For all the talk and promises the bottom line is this: The land of Israel for given to Abraham, Isaac and Jacob by covenant from the "I Am" and no one will change that and God declares in His word that anyone and all who get in the way He will judge. The current leaders of Israel are just like their forefathers who failed to believe and trust the creator. God will judge Israeli leaders, America and all who try and force land for peace. For the Arab nations and Islam it's not about living beside Israel but replacing Israel. Olmert is leading Israel into serious trouble.

I am not Jewish I am an American. But I cannot for the life of me figure out why Isreal's leaders are in such a rush to bow down to Hamas or any other PLO group. Why didnt you take the temple mount and keep it? Why do you let them act as if they can dictate anything to your country? How many times must they attack you , try to destroy your country, lie and cheat before you realize that peace agreements with people proven to not follow peace agreements is insane. No matter what you read or hear from our politicals most Americans love Isreal and pray for your safety.

When the crap hits the fan-and it will-all self respecting Zionists will wake up from their stupors and realize that it is their nation and lives on the chopping block.When it was 'only' Gush Katif Jews being expelled, the rest of the country barely reacted.This time they will envision ROCKETS on Tel Aviv & Jerusalem, and that reality will bring it all home.Regardless, no normal leaders 'negotiate' over their nation's fate, this is the central issue, no matter what name the negotiations are given!

Part 1. - Very well written and comprehensive. I agree with the other comments. I would also add that the bigger picture is, that Iran and Syria are actually using the PA "conflict" as a proxy war/propoganda tool. In my opinion, if this "pink elephant in the middle of the room" is not dealt with, the other issues have no way of being resolved.

Part 2. The notion in the mind of the PA, Iran, Syria etc. is: 1. to deny REALITY, that Israel exists. 2. to extinguish all Jews from Israel, the West and they hope to subjugate the rest of the West thereafter. Capitulating to this is appeasement. Appeasement never works and is in fact deadly in this situation. Thank you.

All options must be refracted through the closeness of the American alliance. Remembering the steady 55% pro Israel sentiment in the American body politic, Israel can afford the risk of working with the American administration on option 2. The American public is nowhere near buying into the Benny Elon plan.

After 60 years of systematic war by the arabs and palestinians against Isrreal and jews, don't people realize that Arabs/Palestinians are incapable of making peace. Their hatred has been so indoctrinated into ther psycologythat these people can't live peacefully with Israelis.Please tell me one action Palestians have taken to show they want peacful co-existance with Israel? The classic emperor's new clothes syndrome in israel continues unabaited. While they claim its about peace, its all really about piece. They claim its about "Palestinian determination", when history shows otherwise. The WB was under Jordanian occupation and there were never intifadas. Its about the arab countries using the Pal people to do thier dirty work. If it wasnt, they would give back ALL Jewish holy sites. You will never hear Olmert demand this.The old approach worked best, takes whats yours and the world be damned. Stop trying to loved by the goyim, and do whats important for the Jews.

IF the Arabs have any intention of coming to an honest agreement with Israel, they don't need to begin with any painful concessions. All they need to do to signal this clearly and persuasively is to STOP THE GENOCIDALLY BIGOTED INCITEMENT in their mosques, media, and government communiques. Failing this, the party's over, and they should be sent away. That people generally do not support the Elon plan, www.israelinitiative.com, is a function of ignorance. Give it time and continued Arab intransigence, and its principles will become much more compelling.

as i enter my 20th year of service in the israeli armed forces, i once again find myself gearing up for a fight. i dont like to fight, but am well trained, well supplied, and commanded by competant profesionals. unlike politics, i am not involved in a coalition. i have a set ,recognized chain of command. when the political echalon pull their heads out of the sand, or other nether regions, our troops will roll,please rememberthat

Lukas, Amsterdam: The main problem: lack of business management skills (project / programme management, quality management, people/resourcing/recruiting/teambuilding skills) AND the arrogant attitude that these things are not needed because we're so smart. Once a company grows over the entrepreneurial group's head, they panic, get selfish and sell it out abroad. There are a few, VERY few exceptions like Teva. The solution: train decision-makers in management (basic skills such as taught in an MBA programme).
